Study On Affecting Factors Of Fiscal Expenditure Of The Minimum Living Security System

As a product of profound economic reform and the reform of social assistance system,the minimum living security system is a social welfare policy implemented by the state to wipe out poverty,alleviate social contradictions and realize common development.The implementation of the minimum living security system is of great significance to safeguard the basic life of poor residents,maintain social stability and harmony,and promote social and economic development.Fiscal expenditure of the minimum living security system serves as the financial support of the minimum living security system and the financial security to solve absolute poverty effectively.It is found that there are numerous papers study the minimum living security system,but rare papers research on the financial expenditure of the minimum living security system,let alone those studying the affecting factors of the urban and rural minimum living security system.Selecting the financial expenditure of 31 provinces in China from 2006 to 2009 as the research object,this paper investigates the affecting factors influencing fiscal expenditure of minimum living security system in urban and rural areas.The political influence factors are introduced in this paper especially.Based on the empirical study,this paper finds:political influence has no significant influence the expenditure subsistence allowance in urban and rural areas,possibly resulting from the policy preference of the political championship:economic construction weighs more than the construction of people's livelihood.The urban-rural dual economic structure may be affects the state to pay more attention to the development in urban areas than rural areas.In addition as a result of the existence of urban-rural dual economic structure,the national overall attaches great importance to the urban development at the expense of rural construction administrative bureaucratic forces,civil affairs,bureaucrats,and civil administration budget impact on fiscal expenditure presents obvious differences between urban and rural areas.The development of economy and the scale of fiscal expenditure have positive impact on fiscal expenditure in both urban and rural areas.The higher development of economy,the larger the fiscal expenditure,the more the corresponding urban subsistence allowance and the rural subsistence allowance.In order to further improve minimum living security,this paper puts forward the following Suggestions:firstly,strengthen the service view of the administrative bureaucracy,improve the public service function of the local government,enhance the idea of fairness and give full play to the social function of local government to safeguard social fairness and justice.Secondly,increase the weigh of local government's assessing minimum living security,involve the assessment of the minimum living security into the key performance indicators of local government assessment,and urge local governments to pay more attention to the construction of subsistence allowances for urban and rural residents.Thirdly,improve the fiscal system of the minimum living security,correctly grasp the direction and strength of fiscal decentralization,adjust the proportion of fiscal expenditure,improve the hard constraint mechanism of the budget of the minimum living security,and use fiscal means to raise the budget of the minimum living security for both urban and rural residents.Fourthly,promote regional economic development,improve the economic competitiveness of the region through improving infrastructure construction and developing featured industries with local conditions.Fifthly,promote urbanization by promoting employment,adjusting the industrial structure and giving play to the overall planning of the government.
