Research On Project Financing Of ZZ Xiangjiang Scenery Based On PPP Mode

With the quickening pace of urbanization, city infrastructure funding pressures facing the more and more big, the government financial investment has greatly satisfied the urbanization construction demand for funds, how to mobilize more social resources into the city infrastructure construction, the realization of the government under the leadership of the extensive participation of social resources, is a problem to be solved. Therefore, adding seek private sector has become a new kind of project financing mode. After years of development, China’s private economy has a more solid foundation, in the current investment channels relatively limited circumstances, the new way of city infrastructure project investment is the private sector of the economy.This paper is mainly based on the PPP model ZZ Xiangjiang scenery with project financing scheme designed. First, from the theoretical analysis results, PPP mode introduced to major infrastructure projects, including the applicable project management projects, quasi-operational items, "operating bundle + non-operating" items and "quasi-operating non-operating + bundle " project. The main reason for the problem and then ZZ Xiangjiang scenery with project financing currently exist are analyzed in detail, and on this basis, demonstrates the feasibility of the project financing ZZ Xiangjiang scenery with the introduction of PPP model. Again, the focus of ZZ Xiang River Scenic Belt project financing scheme introduced PPP model has been designed, including the PPP project design mode of operation design, PPP project financing structure design, PPP project financing income distribution mode, PPP project risk control system design. Among them, the paper argues that the use of Monte Carlo techniques to optimize the financing structure for the project to get the optimal financing structure. Finally, this paper presents a specific mechanism ZZ Xiangjiang scenery with PPP project financing guaranteed.Through the case study of ZZ Xiangjiang scenic belt of the PPP project, in addition to the theoretical research of rich PPP, also provides the reference for the city infrastructure construction financing mode, to guide China’s city infrastructure construction, has certain reference meanings to the development of infrastructure project financing.
