Basic medical insurance system for urban residents, which provides more extensive and more high-quality medical and health services for college students, has replaced the free medical care system for college students since 2008. However, college students’ benefit from medical insurance system is still relatively low. The reason is that bringing college students into basic medical insurance system for urban residents is a gradual process. Many factors affect the level of health care, such as government financial resources, propagandist strength of college and students’ consciousness of health care. Therefore, providing suggestions and Countermeasures for college students’ health care reform through the assessment of benefit degree of college students from medical insurance system has important theory significance and practice significance.This paper studies the problem of benefit.from medical insurance system of college students in Hangzhou, based on the view of equalization of public services. In the article, college students’ enjoyment of medical care can be divided into three segments, understanding stage, actual benefit stage and feedback stage. Furthermore, this paper analyzes the three segments as a whole to find the influence of different segments on the level of college students’ benefit from medical insurance system, which can let us find the factors contributing to non-equalization of public services. Finally, the research gives suggestions and Countermeasures based on the view of governments, colleges and students. With the help of questionnaires, this paper uses stratified sampling method to obtain primary data. Then, this paper builds a comprehensive evaluation index system and uses AHP method to assign weights. On this basis, fuzzy comprehensive evaluation method is used to observe the degree of college students’ benefit from medical insurance system. The result of empirical analysis showed that the degree of college students’ benefit from medical insurance system is not high. Rating of each evaluating index is mostly between "poor" and "general". On one hand, the valid score of benefit segment of medical insurance system is far lower than the valid score of other two segments. On the other hand, the weighted average score of most secondary indices is in the low rating grades.For the analysis of evaluation results, we propose three countermeasures. First, strengthen the leading role of government. The central government should establish a unified national medical insurance system for college students and implement a nationwide network for medical insurance system. We must increase support for college students’ medical care from every department and strengthen the propaganda of college students’ medical care policy. Second, strengthen assistance and enforcement of colleges and college hospitals. We need to carry out various forms of propaganda campaign for college students’ medical insurance policies and make sure that college students have in-depth understanding of medical insurance policies. College hospital must complete propaganda work of college students’ medical insurance policies and make full use of the opportunity of contacting with college students to carry out propaganda campaign. Third, strengthen healthcare consciousness of college students. |
