Study On The Medical Insurance System Of Chinese College Students

With the enlarging scale of higher education of China, the amount of college students rises quickly, but there has been no canonical medical insurance for the special population till now. The abuse of the socialized medicine of college students which has started in the period of planned economy and could't satisfy the medical need of college students now has become increasingly prominent, such as affording the medical expenditure, wasting the medical resource etc. In order to solve these problems, some colleges have applied the supplemental insurance with the commercial insurance on the basis of the socialized medicine. But, this way didn't succeed for some defects of the commercial insurance. Therefore, reformation of the medical insurance for college students is the first imperative. Since 2008, the nation ordained that college students belong to the experimental range of urban residents medical insurance and gradually became formal instead of experimental, Which marked that it was formal to start the reform of medical insurance for college students in our country. This paper analyzes the current situation of medical insurance for college students in China with the investigation data of Beijing Jiaotong University, draws on foreign successful experience and formulates some comprehensive policy and suggest. The paper falls into five section:Part I, introduces the background, contents, significance and ways of research in this paper; Part II, summarizes domestic and foreign interrelated literatures and theoretics; Part III, describes and analyzes current situation of the socialized medicine, urban residents medical insurance and commercial insurance, illustrates actual effect of above three modes in Beijing Jiaotong University, lets us know more deeply about the medical insurance system for college students with the combination of the theories and authentic proof; Part IV, detailedly studies the medical insurance system for college students at abroad and finds out their main character; Part V, draws on foreign successful experience, combines the factual situation in our country, formulates some comprehensive policy and suggestion to relational department in order to perfect medical insurance system of college students in our country.
