Changes And Reasons Of Rubber Planting Around Forest Tenure Reform In Xishuangbanna

Xishuangbanna is our biological biodiversity hotspots, but with the development of planting towards simplification trend, expansion of acreage has jeopardized the original biodiversity. Policies on biodiversity have also introduced, but there still exist limitations and one-sidedness in the regulation. The rubber plantation area is still expanding, but the impact of policies on the protection of biodiversity is also elusive. The new forest right reform policy is the important reform initiatives in Xishuangbanna. Therefore, this paper mainly discuss the change of rubber plantations before and after the implementation of forest tenure reform policies, as well as the reason for this change.This paper analyzed from two aspects, on the one hand is the analyze the changes of rubber plantations around forest tenure reform.Based on remote sensing image, combine3S technology macro analysis and the research of micro analysis, obtain rubber plantation area is still in the trend of the expansion after the forest tenure reform, there is a tendency to expand north, and the concentration of rubber plantations is growing, while the range of Altitude is increasing; On the other hand, based on the perspective of the interests of the game to analyze the reason of rubber plantation. The spatial variation is the social relations change performance, land use changes involving farmers, local government, central government and other subjects, establish game matrix between subjects. Based on the game theory analyze the interests of forest tenure reform between each main, the reason lies in the rubber plantation area to expand the main game results tend to maximize their own interests to choose the rubber plantation.The results show that, the forest tenure reform is to reform the ecological benefits of forest, which target uncertainty; oriented economy plays an important role in the cultivation of decision making, rubber as the forest cannot reflect the biodiversity; reform the defect in Xishuangbanna biodiversity conservation, rubber plantation expansion did not receive the policy constraints.
