With the development of society and economy, the problem of globalwarming is becoming increasingly prominent. The proposal of low carboneconomy provides a new way for countries to respond to the climate crisis.Climate warming, as a global problem, needs the joint efforts of countries allover the world. In Copenhagen Conference, China, which is the biggestdeveloping country, committed that by2020its carbon intensity would be40%to50%lower than2005. In order to achieve this goal, Each Province needs totake actions and takes the road of low carbon development of economy. Asresource rich province of our country, Shanxi should seize the opportunity andactively develop low carbon economy. Based on the research of low carboneconomy development level and influence factors of each city in ShanxiProvince, this paper can provide certain basis for governments at all levels todevelop low carbon economy policy.This paper summarizes the previous studies of low carbon economy anduses theories of sustainable development, environmental Kuznets, systematics,economic externalities and energy science. This paper redefined the connotationof low carbon economy and studied low carbon economy development statusquo of Shanxi Province from four areas of economy, energy, environment,science and technology. Through analysis, this paper obtains that Shanxi economic development lags behind and its industrial structure is unreasonable,energy structure is irrational and the emissions of greenhouse gas is more,environmental pollution control investment is high but environmentaldevelopment level is low, investment in science and technology is insufficientand Shanxi has poor ability of pollution control. This paper builds evaluationsystem and evaluation model of City low carbon economy. By using entropymethod and linear weighting method, this paper measured City low carbondevelopment levels of Shanxi Province from2006to2012and divided11citiesof Shanxi according to the estimates. Through analysis, this paper drawsconclusions that Low carbon economic development level of cities of ShanxiProvince has significant difference. Taiyuan belongs middle-carbon economy.Jincheng, Yangquan, Shuozhou and Datong belong to the middle-high-carboneconomy. Changzhi, Jinzhong, Yuncheng Xinzhou, Luliang and Linfen belongto high-carbon economy.Basis on this, this paper studied the affections ofchanges of per capita GDP, the impact energy consumption per unit of GDP,population, industrial structure to the change of Shanxi City low carboneconomy, in order to promote rapid development of low carbon economy ofShanxi Province. Through analysis, this paper draws conclusions that Per capitaGDP has greater impact on low carbon economy development level ofYuncheng, Xinzhou, Linfen, Lvliang. Per capita GDP has smaller impact on lowcarbon economy development level of Taiyuan and Jincheng. Energyconsumption of per unit GDP has greatest impact on low carbon economic development level of Shuozhou. Population and industrial structure hasrelatively small impact on low carbon economic development level of each cityof Shanxi Province.Innovations of this paper is: This paper builds low carbon economyevaluation system of Shanxi City and studys low carbon economic developmentlevel of each city of Shanxi Province from2006to2012by using entropymethod and linear weighting method, which can make up the gap in the study oflow carbon economy of Shanxi City. At the same time, according to previousstudies on the standard of low carbon economy development level,11cities ofShanxi Province are classified; By using the panel model, this paper studys theimpact of economic development level, technology level, demographic factors,industrial structure changes to low carbon economic development level of eachcity of Shanxi Province. This can not only provide each city quantifiable policyrecommendations to achieve low carbon development goals, but also effectivelycontrol greenhouse gas emissions of Shanxi Province and better promote thedevelopment of low carbon economy.
