With the further deterioration of the greenhouse effect and the ecologicalenvironment, carbon dioxide emissions problem has become the focus of the commonaround the world. Under such circumstances, low-carbon economy emerged andquickly gets the support around the world. In2013,China’s carbon dioxide emissionsreached more than10billion tons, accounting for about30%of the world’s totalcarbon emissions, and become the world’s largest carbon emitter. The reality pressureof emissions reduction urged us to develop a low-carbon economy. However thedevelopment of low-carbon economy is inseparable from the low-carbon agriculture.Agriculture as the basic industry of the national economy, is not only an importantsource of greenhouse gases, but also an important part of the low-carbon economy.According to Food and Agriculture Organization of the United Nations (FAO), thegreenhouse gases produced by agriculture system has more than30%of the totalglobal anthropogenic greenhouse gas emissions, agriculture has become the secondmost important source of greenhouse gas emissions.Jilin province, as one of the major agricultural provinces on the northeast oldindustrial base, its high carbon production mode is prominent not only in theindustrial field, but also in the field of agriculture which has caused a large amount ofwaste. Therefore, under the background of low-carbon economy, I choose the field ofagriculture in Jilin province as the research object, through the analysis of agriculturalsystems carbon sources, estimate of agricultural carbon emissions and evaluation ofthe agricultural carbon emissions efficiency, ultimately I found the existing problemsof the development of low-carbon agriculture in Jilin province. On this basis, theauthor proposed an effective way of low-carbon agriculture in Jilin province, which isimportant of the development of low-carbon agriculture in Jilin Province at this stage.In the estimation of agricultural carbon emissions of Jilin province, I put thesource of agricultural system carbon emissions into eight categories and calculated the agricultural carbon emissions of Jilin province since1994. Finally I found that thecarbon emissions curve in Jilin Province was―inverted U‖, which experienced firstincreasing and then decreasing in the process.Before I evaluate the agricultural carbon emissions efficiency of Jilin province, Ibuild the agricultural carbon efficiency evaluation index system, which is based onDEA method. The index system includes five input indicators and three outputindicators (one of them is undesirable output). In the specific evaluation process, Istart with static perspective, using Undesirable Outputs-SBM model in DEA methodsto evaluate Jilin province’s agricultural carbon emissions efficiency in2013, and thenlateral compared with other provinces. After that, I use Malmquist Luenberger indexto analysis the comprehensive efficiency of Jilin province’s agricultural carbonemissions between1994-2013from the dynamic angle. Finally, I decomposed theMalmquist Luenberger index of Jilin province, analyzed the role of technologicalprogress and technical efficiency changes in the development of low-carbonagriculture in Jilin province from1994-2013.
