Nowadays, the world is to meet huge changes brought by the informatization,globalization, economization, all of the traditional has received the unprecedentedchallenge. Reform has spread to the various fields of the tax department, of which nodoubt is the key of the reform is human resources. The old civil servants competenceand level management pattern has gradually revealed shortcomings, a new way ofhuman resource management are born, that is the competence and level management.The competence and level management is a new model of the human resourcesmanagement of the tax department, it aims to arouse the enthusiasm and thecreativity of tax cadres. This article from the historical background, the socialenvironment and factors trigger, through elaborating the related theory of thecompetence and level management in this paper, and combining with the reform ofthe tax department around the results and problems, relatively perfect views andsuggestions are put forward.This paper is mainly divided into five chapters. The first chapter is introduction,mainly elaborates the background and research significance of the competence andlevel management, and the status of research both at home and abroad; The secondchapter mainly elaborates the connotation of competence and level management andrelevant theory; The third chapter is to take the Harbin High-tech Zone IRS as anexample in this paper, elaborates the existing management system model of the taxdepartment; The fourth chapter elaborates the main methods and measures pushed inthe Harbin High-tech Zone IRS; The fifth chapter still takes the same example, combining with the reform practice of everywhere to put forward problems neededto pay attention and suggestions. Conclusion is a brief summary of this article, in thehope that through this study can give other departments in the reform of humanresources to provide reference, and enhance the overall quality of the civil servantsin our country, thus improving the government’s ruling ability.
