Practice Research On The Maintenance Of Consumer Rights Against A Background Of Big Department Institutional Reform

The protection of consumer rights has always been the focus of public attention.As the market situation becomes more complex and changeful in the 21st century,it is not available for the government to meet the growing consumer demands for legal rights.The current market supervision mode is outdated and the level of consumer protection is too low.In order to improve the level of consumer protection and adapt to the current social situation,the Pingtan government integrate some institutions to a big department called"Market Supervision Administration Bureau".The big department is competent to supervise and regulate the complex market.At the background of super ministry reform,it is necessary to do some research of consumer rights protection.After materials gathering,long-term observation,data analysis,and research on foreign and domestic experience,I am inspired to make suggestions in four aspects.The first one is to reconsider the relationship among the decision-making power,executive power,and supervision power.The new department needs to set detailed rules based on the practice research to regulate the internal operation.Secondly,in order to improve the level of administrative law enforcement in consumer protection,classified regulation should be carried out for civil servants,and obligations should be allocated scientifically.Thirdly,social resources ought to be mobilized in the maintenance of consumer rights,including the Consumer Association,the guild and trade associations,media resources,the Court etc.The last one is to expand the office automation,construct the credit information system and promote the cooperation between the government and enterprise to maximize the utilization of electronic data and information.
