| "Big Department" is a product of public service-oriented government in modern society and an inevitable choice for the current administrative reform in China. As the State Council carrying out "Big Department" reform, it has become the focus that how local governments at all levels and especially the Development Zones staying at the forefront carry out the reform accordingly.Taking Zhanjiang Economic and Technological Development Zone (ETDZ) for example, the writer sorts out the content, effectiveness as well as problems and its causes in actual operation by visiting and surveying staffs and people who receive services form Reform Office, who are actually pushing forward the reform, as well as staffs of various departments of the Administrative Commission of Zhanjiang ETDZ.By drawing on the measures and effectiveness of Big Department reform of other ETDZs, the writer gives advice on how to thoroughly apply the instructions of the18th National Congress of the Communist Party of China and deeply advance Big Department reform for Zhanjiang ETDZ, which is also a reference for Big Department reform in other ETDZs or local governments.Through empirical analysis into Zhanjiang ETDZ’s reform practice, the study finds out that Big Department reform simplifying institutions, optimizing personnel, improving administrative efficiency, promoting the construction of service-oriented government, promoting bloomy economic development, as well as improving public satisfaction with the government. Meanwhile, it’s also found that there are some unsolved problems like failing to bring diverting personnel into full play; new departments lacking of cohesion; staff shortages; unsmooth communication between superior and inferior; cases of corruption and so on. According to the study, reasons are as follows:it’s difficult to get rid of sector interests; third-party organizations are immature; the transformation of government functions is not in place; the centralization of authority is hard to supervise.At the end of the study, it points out that the following aspects can be worked on to further deepen the Big Department reform:specifying government power, clearing benefits obstacles, eliminating the difficulty of power supervision, making innovative oversight mechanism; amplifying coordination mechanism, achieving well communication and coordination within and outside of the government department; improving the system of cadres, proper placement of the diverting personnel; improving supporting policies, enhancing the Big Department-guarantee mechanism; thoroughly transforming government function, improving the system of government function; vigorously developing the third party organizations, strengthening the self-management ability of society and achieving the transformation of government function. |
