Demobilized in state owned construction enterprises have a special historical experience, its predecessor was the August1,1966began to build in1983November, the overall Chinese undo adaptation of the people’s Liberation Army basic construction engineering troops.This group of special background of state-owned construction enterprises, coming from the country of planned economy system, after the baptism of the market economy, through the period of planned economies of task arrangement, state funding to market economy market bidding, self financing, self development, along with the national economic development pulse, ups and downs in between brilliant and confusion. At present, these enterprises, some of which have been successfully implemented business transformation and development, and some have lost their development potential, the difficult operation, abnormal difficult position.Due to the special historical reasons, these enterprises also exist such as workers age aging, personnel structure is not reasonable, lack of professional and technical personnel, backward technology and equipment, rigid management system, enterprise burden is heavy and a series of problems.In recent years, the international economic environment continued to deteriorate, countries downtown pressure on the economy is still obvious, insufficient investment driven, the real estate market remains in the doldrums, in such a macro economic background, these enterprises will undoubtedly survival more difficult. Then demobilized state-owned construction enterprise how to find a way out, to adopt the way of enterprise development strategy, how to ensure the stable, enterprise, to achieve greater development? This is worthy of deep reflection of the problem.In view of these questions, this paper to ZTE Jianan company as an example, the application of value chain analysis, the questions existing in the enterprise was analyzed combing, points out the main strategic problems in business and the causes of formation and development, from the enterprise itself needs angle, proposed is the necessity of implementing strategic management of enterprises.In this paper, by using the five forces model analysis, a detailed analysis of the environmental industry competitiveness for enterprises. The use of SWOT analysis, the enterprise external environment condition and the internal self conditions are analyzed, summed up the advantages and disadvantages of the enterprise and the external environment facing the opportunities and threats, through the analysis of SWOT matrix, matching a series of strategic combination, finally put forward after research for enterprise development strategy of enterprise.
