The rapid development of the domestic market economy has driven the progress of the construction industry,and various funds and resources have been continuously injected into the construction industry,leading to increasingly fierce competition in the construction industry.Currently,professional and technical talents have become the focus of competition among major construction enterprises.On the one hand,as the backbone of professional and technical talents,through their own expertise and technology,they can provide sufficient technical support for construction enterprises and bring rich returns to the enterprise;On the other hand,the unique construction technology of professional and technical talents can help construction enterprises successfully win the bid and win project contracts,which are all prerequisites for construction enterprises to seize the opportunity in the fierce market competition.Therefore,in the modern construction industry,competition among construction enterprises has gradually become a competition for professional and technical talents.In this context,compared to large state-owned building construction enterprises,small state-owned building construction enterprises have certain disadvantages in brand and strength,and their market competitiveness and risk resistance ability are also relatively average.Similarly,in terms of professional and technical talents,compared with the relatively complete talent management system and mechanism of large state-owned building construction enterprises,small state-owned building construction enterprises have relatively general attraction for talents.Therefore,in the incentive market competition,small state-owned building construction enterprises must face and solve the problem of lack of professional and technical talents,which makes these enterprises have to start to attach great importance to the establishment of incentive policies and systems,to retain professional and technical talents and ensure the sustainable and healthy development of the enterprise.By understanding the concept of talent motivation and professional talent motivation in construction enterprises,based on the theory of Maslow’s needs,this paper investigates and studies 11 small state-owned building construction enterprises in Fujian Province,grasps the present situation of professional and technical talent incentives in these enterprises,analyses the problems existing in their professional and technical talent incentives in-depth,by combining Analytic Hierarchy Process and Maslow’s Needs Analysis,this paper establishes evaluation indicators for the incentive factors of professional and technical talents in small state-owned building construction enterprises from four aspects,sorts out methods of motivating professional and technical talents in small state-owned building construction enterprises at present,points out that small state-owned building construction enterprises should strengthen the incentive of professional and technical talents from the four aspects of Maslow’s needs,and improve it through certain guarantee measures,in order to promote the market competitiveness of small state-owned building construction enterprises and promote the stable development of these enterprises.
