With the accelerating development of word globalization, building regional innovation system has become an important strategic choice to achieve sustainable and healthy economic development; it was highly valued around the world. In the context of great strategic "Build an Innovative Country", the construction and development of regional innovation system has achieved macro-level attention. Since the Third Plenary Session of the18th Central Committee, the integrated development of Beijing, Tianjin, Hebei has risen to a national strategic level. So the research on regional innovation system has become a hot issue in academic circles.In recent years scholars has studied much more about the regional innovation system’s structural characteristics, operational mechanism and so on, most of their existing research studied about the innovation system but the role of innovation environment impact on it. Also, it lacks of research on how to improve and solve this critical problem and most analysis is not deep enough. As a research discipline for the relationship between biological and the natural environment, the ecology’s theoretical approach has been widely applied to different areas of ecology and the theoretical methods applied in economics research is scientific and rationality. In this study, the area of Beijing, Tianjin, Hebei is the most influential area in the region of Bohai Rim, and its future development directly related to the overall competitiveness of North China. To achieve the integrated development of Beijing, Tianjin, Hebei, we must adhere to the development of complementary advantages, collaborative and scientific. In this study, innovation suitability refers to the degree of matching for the optimal and reality niches required for innovation; the evolution momentum of innovation suitability reflects for the improvement room. Therefore, based on niches theory, building regional innovation suitability evaluation index system and combining niches fitness assessment model to measure Beijing, Tianjin, Hebei in innovation suitability and evolutionary momentum were able to clarify strengths and weaknesses for different innovation ecological factors in different area and the effect of the policies, which provide sufficient scientific evidence to achieve the integrated development of Beijing, Tianjin, Hebei and make the policies.The innovation suitability has a relatively stable trends, the region with the highest innovation suitability is Beijing (about0.85), the lowest is Hebei (about0.51), and Tianjin is in the middle of them (about0.53);(2) The promotion space of innovation suitability in different years (evolutionary momentum) remained stable, the developmental room of Beijing is the minimum (about0.27), Tianjin and Hebei have large improve room (0.7above). The research results indicate that Beijing is the most suitable region for innovative activities, but its further development space is smaller than the others; Tianjin and Hebei have not yet reached the optimum level, but they have more development potential. This study quantify and comparative the differences of multiple innovation suitability index in Beijing, Tianjin and Hebei, so the results will help policy makers to grasp the innovative resources in all these regions, to understand the strengths and weaknesses of innovation activities in different regions and to provide a scientific basis which can enhance regional innovation capability effectively for the formulation and implementation of policy measures.
