The Mechanism And Case Study Of Social Problems Caused By New Technology Risk

Technology has promoted the development and progress of human society, and brought the convenience to people’s life. At the same time, it also produced a lot of negative effects. Especially in these days, the emerging technologies appear constantly. Affected by itself condition and the objective environment and other factors, the social governance problems triggered by these new technologies are very complicated. Therefore, the research of the mechanism of social problems caused by the new technology is full of significance.To explore the mechanism, our work provides a "two-dimensional and two-stage" theoretical framework. First, the framework from two dimensions of "the ontology of technology" and "the interaction between human and technology" to analysis the new technical risks inherent formation mechanism, then construct a paradigm of "two-dimensional and three-point" to explain how the risk of technology caused by itself clearly. This phase emphasizes the necessity of technical risk exists. Second, we proposed the trigger mechanism of social problems caused by new technology risk. With the help of Social Amplification of Risk Framework (SARF), this mechanism, demonstrated the possibility of social problems arising from the new technology, reflects the triggering process clearly.In addition, this article talked about three cases, that is nuclear technology, gene sequencing technology and transgenic technology. We analyzed the first case to verify the risk, which is resulted from the dimension of "the ontology of technology", would cause social problems. And we used the second case to prove the other dimension would also bring about social governance issues. At last, the third case gives us a global perspective to demonstrate the theory of "two-dimensional two-phase" is a rationality and validity framework. This conclusion, can provide a reference for related theory research. It also an effective decision-making method for risk assessment and management about new technology in practice.
