With the rapid development of economy,China,as the world's largest developing country,is enjoying an increasingly enhanced international status.The scale of infrastructure is constantly expanding and the field of infrastructure construction is further improved.China stands out among the world's powerful countries.However,behind the economic growth,there are also some problems such as great financial pressure from the government,difficulty in financing public infrastructure projects,substandard infrastructure projects,and excessive risks taken by the government.The emergence of PPP mode provides innovative solutions to these potential risks.PPP(public-private-Partnership)is intended to emphasize the cooperation between government and social capital.Through the government's supervision in the initial authorization and implementation process of the project,and social capital's responsibility for financing,construction and other matters,the two cooperate with each other and achieve a win-win situation of risk sharing,benefit sharing,activating the market economy and serving the public through benign competition.Public product theory,new public management theory,government failure theory,principal-agent theory and project differentiation theory lay a strong theoretical foundation for the application and development of PPP.Britain due to the lack of infrastructure construction investment after the industrial revolution,the traditional purchasing mode of time,cost overruns,the reason such as the low efficiency of public service,become the world's earliest countries the PPP mode,and through from the beginning of the 1992 try to vigorously promote PFI,PFI to 1996 to 2008 financial crisis gradually perfected and PF2 pattern after 2012 four period of development,constantly updated and revised,and finally formed the PPP mode institutionalization,standardization of similarprojects,the characteristics of the project management program,for the PPP mode of perfect and mature and laid a solid foundation,Standardized procurement contracts and perfect laws and regulations provide a strong legal guarantee for PPP,a new public-private partnership model.This paper focuses on the more mature the PPP mode,overview the meaning of the PPP mode,operation process of summarizing the PPP mode,macro distinguish the type of the PPP mode,and discussed the use of PPP model in the process of innovative financing structure and broad the financing channels of financing mechanism,the closed-loop management risk,the risk sharing mechanism and efficiency of the government centralized purchasing mechanism,to value evaluation system for the underlying foundation of evaluation mechanism,and pay attention to project process supervision and control,improve the supervision mechanism of information transparency and other core logic,from the method of positive analysis to know the advantages and characteristics of public-private partnership management mode.Taking the PPP project of London subway and the project of st.barth and royal London hospital as examples,the advantages and limitations of PPP are studied from both positive and negative aspects.The in-depth study of the mature PPP model in the UK is of referential significance to the understanding and learning of this management model in China.It is of guiding significance for China to achieve the great goal of the rejuvenation of the Chinese nation,fully implement the "One Belt And One Road" principle and policy,enhance the international status and highlight the Chinese nation's excellent ability level.However,long infrastructure cycle,large amount of project capital,slow payment collection,and complex project risks are all the aspects that need to be paid attention to when PPP is applied.The development of PPP in China started late with a low starting point.At present,the application of this model is not mature,and laws and regulations are not perfect.There is still a long way to go before the PF2 model is applied in Britain.Therefore,how to base on the basic national conditions of socialism with Chinese characteristics,according to local conditions for reference,take its essence,to the dross is also the significance of this article.
