| Doha Round under WTO regime started from2001, and now has gone through13years,several times to suspend the restart during the period, still without much progress, so thateven supporters of the multilateral system feel gloomy of the future. Different from the slowprocess of the multilateral trading system, regional trade agreements developed fast andfruitful, according to WTO data at the end of2013, trade agreements notified to the WTO hasreached575, of which379are in force. Signs show regional agreements have the potential tocatch multilateral system and become the mainstream of world trade path. In this context, in2008the United States announced to join the Trans-Pacific Partnership Agreementnegotiations which once was only formed by Brunei, Chile, Singapore four countries. Theinitiation instantly attracted wide attention of the world, along with Australia, Canada, Japan,Korea and other countries have joined, TPP agreement negotiations expanded to12countries.TPP negotiations with its wide coverage, high standard, openness has become arepresentative of new-generation regional trade negotiations. June2013, the United Statesand the European Union reached a consensus to hold transatlantic trade and investmentpartnership agreements (TTIP) negotiations. We see regional integration negotiations aremoving in the direction of the development of the giant integration organization, has becomethe way of making world-trade rules and then permeate to global trade.Global trade rules are in the period of adjustment.US-led TPP12countrynegotiations, and TTIP negotiations between the United States and Europe, BIT negotiations,TISA negotiations become current world trade rules remodeling platform. The new traderules beyond the existing rules under the WTO multilateral trading system, starting fromregional negotiations and gradually penetrate into the global trade rules. The new rules reacttoday’s business world goods-trade in services investment integration-a new form valuechain and meet the world economic development for institution building requirements. Thenew trade rules promote "high standards, wide coverage" feature, promote further facilitationand liberalization of global trade.The new trade rules dominated by developed countries seek to further deepen theexisting system based on the WTO, at the same time build new topics. The face of changing global trade rules, bring great pressure on our country, but also is a rare opportunity. Atpresent, China has been the world’s largest exporter, and as the world’s major foreign directinvestors and the introduction country, occupies an important seat in the internationaleconomic system, but how to seize this opportunity restructuring and upgrading our domesticinstitutions to promote economy, increase our right to express our demands in theinternational arena is worthy of further thinking. At present, our country is free from the newrule-making, whether to join the negotiations and when enter into negotiations is stillunknown, the paper analyzes the content of the new rules, features and the shaping path, inthe context of our current status in international trade, and further point out that how thenegotiations on new rules affect on our country and how to deal with it. |
