Research On Operating Mechanism Of SME Public Service Platform In Tianjin

Small and medium-sized enterprises(SME)are the significant components of national economic development and the most dynamic individuals.They play an important role in all aspects of social economic development.After entering 21st century,China integrates and shares resource by encouraging building SME public service platforms with policy guidance,and helps SME solving various problems in practical development.As the energetic center of Circum-Bohai Sea Economic Zone,Tianjin owns more than 30,000 small and medium-sized enterprises.Since 2011,more than 60 SME public service platforms are authenticated and promote to fulfill the need of public service from SME.However,with the accumulation of related practical experience,major problems are found in the mechanism of SME service platform.The research of SME service platform mechanism could offer theoretical reference to regional SME public service platform building,enable government to clarify its self-positioning,optimize platform building mode and promote SME public service platform to offer more efficient work to local small and medium-sized enterprises.The paper summarizes the domestic and overseas research of SME public service research into 3 parts firstly,concludes the current status,shortcomings and the reason that causes the problems by the analysis of Tianjin SME public service platforms.Secondly,the author lists the relevant experience that the advance countries and regions have in building public service platforms and mechanism,and rises the concept of how to use the experience as reference;on the basis of which,the author offers a moderately proper SME public service platform mechanism with six components,including building mechanism,function definition,resource guarantee system,management model and profit mode.And in the end,author rises some necessary points around operating mechanism to achieve the promotion of SME public service platform.
