Construction And Application Of Performance Evaluation Index System Of Rural Minimum Living Secuirty System

Rural minimum living security system is the last line of “safety net”of the social securitysystem in our country,and it marks the establishment of the further development andperfection of the social security system of our country.Rural minimum living security systemas one of the most basic social assistance system in our country and the core of thesystem,rural low-income people is dedicated to provide you with the most basic life safeguard.Simultaneously is helpful to realize the improvement of living standards.At present,ruralminimum living security system for low-income work in input-output of evaluation and thesocial benefit is lack of effective evaluation mechanism. Scientific system of performanceevaluation index system is to improve system development and perfection of the booster,builda reasonable system of rural residents system of performance evaluation index system ishelpful to establish the correct value guidance.Rural minimum living security system is one ofthe most basic livelihood of the people project,direct relationship between the people’ssurvival,the multiplicity of evaluation target to form the different forms of value judgment,thequantitative and qualitative research must use special technology and method forprocessing,can achieve evaluation purpose.In this paper,we evaluate the performance of system based on the academic theory andthe performance of the rural minimum living security system,in the lands of low systemperformance evaluation index system based on practice experience,adopt the method ofnormative analysis,empirical research,to develop the rural minimum living security system ofperformance evaluation index system construction and empirical application research.Thispaper is divided into five parts.The first chapter is the introduction part,briefly illustrates thetopic research background and research purpose of this article,and about social assistancesystem at home and abroad are reviewed in this paper and the minimum living securitysystem research status quo of performance evaluation,and introduces the research methods ofthis article,the innovation and research route.Sort out the rural minimum living securitysystem, performance evaluation, and the connotation of rural subsistence allowances systemperformance evaluation.The second chapter, evaluate the performance of the system of subsistence allowances for reference for the academic research and combining with thepresent status of the rural minimum living security system,build the index system ofperformance evaluation of rural minimum living security system.
