At present, the core competitiveness of enterprises depends on talent, human resource development and management has become an important barrier to the long-term development of enterprises, the most important, the core of the development and management of human resources and effective organization is to establish a complete set of norms, scientific staff performance appraisal system, which is to promote the foundation of human resource management in accordance with the other module construction. This article is based on this to look at Shaanxi’s most influential private enterprises-Shaanxi Dongling Industry&Trade Group Limited by Share Ltd (referred to as "Dongling group") of the employee performance appraisal system of the problem.This paper is based on the basic theories of performance appraisal. The focus on performance objectives, setting the evaluation index, evaluation method selection, performance appraisal, the implementation of the assessment results feedback, assessment and the application of the results and performance appraisal improvement concerns the performance appraisal system design of the main content, the key link to strengthen performance counseling, performance communication, performance appraisal performance complaint etc. The method, steps, and comprehensively expounds the improvement of performance appraisal system and process.Firstly, related concepts of performance appraisal theory development and system architecture are sorted out and summarized, hierarchical illustrates some key problems in the process of performance appraisal system in the construction of a clear theoretical basis, the paper demonstrates. Secondly, the status quo of performance appraisal system the Dongling Group employees are introduced,emphatically analyzes the understanding of the importance of the problem of performance appraisal, Dongling exist the perfect performance appraisal system problems and performance interview, performance feedback, performance improvement vacancy problems, points out limitations of Dongling group staff performance appraisal system construction. Then, the article puts forward perfecting Dongling group employee performance appraisal system of fair,objective, comprehensive operational and other three major principles, a careful analysis of the Dongling group currently facing internal and external environment and its advantage, the performance appraisal of Dongling group staff system re design. This part is a focus of the article analysis. Finally, put forward the Dongling group to strengthen the construction of employee performance appraisal system of measures. Mainly put forward to enhance the management of cognitive level,paying attention to the appraisal result of practical application, strengthen the analysis of causes of human performance bad three measures. Finally, based on the comprehensive analysis research, has carried on the conclusion summarizing and perfecting Dongling group staff performance appraisal system.This paper argues that:first, the internal and external development environment brings hitherto unknown development opportunity for the Dongling group. Second,Dongling group must face the existing staff performance appraisal system in the existing problems and shortcomings, and gradually establish a set of odd perfect specification, scientific staff performance appraisal system. Third, improve the staff performance appraisal system still needs a series of security measures, follow up.
