| Since the20th century, the world economy is facing rapid evolution of the global economy, an unprecedented change and unpredictable risks, every industry needs to strengthen their own ability and competitiveness, the agricultural sector is no exception. Accelerate the development of the agricultural sector and all countries around the world for a specified agricultural development vision, due to limited environmental resources, shrinking and unpredictable disasters may occur at any time, these uncontrollable of natural environment affecting food stability. According to next30years to predict in the future of the world’s population will increase to47%or9billions, it will lead to food demand needs to grow60%up, at the same time, agriculture often unpredictable challenges, for example, risk of farm and natural resources, labor, cost, equipment, machinery, fertilizers, herbicides, seeds, warehouse) quality changes and limited, entrepreneurs in battle and agricultural technology (production, processing, transportation and sales), and other production factors. In order to overcome these limitations, they need to rely on the government to promote and encourage the agricultural sector to accelerate development. Improve the production efficiency and economic use of natural resources and human resources, must have to use the agriculture innovation technology including to marketing and modernization of management.
