When humans entered the21st century, they deeply found that economy and knowledge is closely linked together. Now, in our country, the level of science technology is being improved, and people’s demand for technology products is rising, that is why domestic’s technical service enterprises are emerging largely. Technology service enterprises is not the same as ordinary enterprises, it has high technology, diffident organization structure, such as the characteristics of employees, organization form, internal and external competition environment and so on. All these put forward new requirements for human resources management theory of technical service enterprises. For technical service enterprise, mastering and using new knowledge and technology is an important safeguard for occupy market. The key of technical service enterprise’s human resources management is to find the most effective way of knowledge creation, dissemination and use. To do this, the only way is attracting and managing person who master high technology and high knowledge. Technical service enterprises have two kinds staff: knowledge staff and non-knowledge staff. Non-knowledge staff is the ordinary employees, their usually use physical labor to complete the task, knowledge staff is the core resource of enterprise, holds advanced knowledge and technology. Only doing well the human resource management of the knowledge staff, especially the performance management, can enterprise move forward.For the lack of the theory of technical service enterprise’s performance assessment, this article will study technical service staff, establish a system of technical service enterprise’s performance assessment, which is scientific and applicable. Because the limitation of internal and external environmental, so the system may not be able to perfectly match with each technical service enterprise, but still can help some technical service enterprise. Technical service enterprise knowledge staffs work is difficult to measure, difficult to divide individual and team performance, has large elasticity of working environment. Based on the above reasons, in this paper, we use the knowledge staff of technical service enterprise as object, use the method of theoretical and empirical research, and establish a system of technical service enterprise’s performance assessment, which is scientific and applicable. To do these, we hope we can inspire and mobilize staffs work enthusiasm and initiative, keep competitiveness in the market.
