In the current background of a sharp deterioration of the ecological environment, the enterprise have begun to incorporate consideration of environmental issues in the process of formulating corporate strategy, trying to win the competitive advantage of future by conducting environmental innovation. In the process of strategic decision making, the decision-making behavior of managers plays a significant role in the decision. But in the academia, the present study from the perspective of manager’s decisions to explore the influence factors of environmental innovative is still relatively small.This study base on the theory of planned behavior, from the perspective of managers decisions to explore the driving factor of managers environmental innovation trend. Specifically, this study focused on three questions:(1) the influence factors of manager environmental innovation will;(2) the influence factors of manager environmental innovation behavior;(3) the intermediary role of manager environmental innovation will to the relationship between stakeholders, the expected economic benefits, resources commitment and innovative behavior of manager.First of all, this study base on the theory of planned behavior and research achievement of environmental innovation through literature research and stratified analysis to construct the theoretical model of "the influence factors of manager’s environmental innovative tendencies". Secondly, a detailed report of the study questionnaire design, the basis of the measurement items design and the source of metrics index, research sample selection, questionnaire gave out and recovery process. Then use200received valid questionnaires putting forward hypothesis presented in this paper, by exploratory factor analysis, correlation analysis, regression analysis and other statistical methods to empirical test research. Finally, the main conclusions of this study are analyzed and discussed, summed up the significance of this study and future research directions in the analysis the deficiencies presented in this study.Through these studies works, the study gets the following conclusions:(1) stakeholders, the expected economic benefits and resource commitment all have a significant positive effect of driving managers environmental innovation willingness;(2) resource commitment has a significant positive effect of driving managers environmental innovation behavior, but the positive effect of stakeholders and the expected economic benefits is a little weak;(3) the will of the manager environmental innovation environment has a significant positive effect on its innovative behavior;(4) managers environmental innovation willingness is a completely mediating variables in the relationship between resource commitments, the expected economic benefits, stakeholders and managers environmental innovative behavior.
