As the financial sector in China is getting integrated into the global markets, in a wide variety of industries, more and more emphasis is being placed to the provision of training to both the staff members and the executives, which is considered an effective means to strengthen an organization’s competitiveness in today’s market economy. Meanwhile we should recognize that training to employees is also an inseparable part in an enterprise’s endeavor to manage its human resources in a professional and effective fashion. In recent years, the electric power industry in China has undertaken a series of reforms and adjustments on a continuous basis, in accordance with the industry policy changes resulted from the state’s11th and12th five-year-plans. Under these circumstances, as the central training agency under Liaoning Electric Power Co. Ltd, the Senior Training Centre is mandated to maintain high-level attention to training of the management staff, which will lay a concrete foundation for the company to capture market trends, achieve continuous improvements, and create new profit-generating opportunities. However, there is still a lot of room for improvements in a number of areas in the training function. Problems should be identified and solutions should be developed, with the target of increasing effectiveness in training administration.In this paper, first an overall analysis will be presented, with respect to the concepts and procedures of employee training, and the benefits and practices of performance evaluation, both from domestic and international organizations. This analysis will form a theory base for the proposed solutions to the problems in the training programs at Senior Training Centre. Then the current status of the training function at Senior Training Centre will be analyzed, key findings from a site study will be presented, existing issues in the training procedures will be identified, and the root causes will be analyzed. After that a bunch of additional practical issues will be reported, which were discovered through a series of enterprise training theories and methodologies, such as the survey using a questionnaire, and the personal interviews with the trainees, etc. At last, a set of resolutions will be proposed corresponding to the identified issues with the training programs at Senior Training Centre, aimed at improving the training outcomes at Senior Training Centre. It is expected that this paper will contribute to the progresses in the training practices at Senior Training Centre.
