| The agricultural product safety has become the important issue to arouse public concerns, and various agricultural product safety incidents frequently occurred are lingering over each person’s surroundings. This paper is made under the deep investigation for agricultural product in the "supply chain", which considers that we must construct an integrated supply chain system to improve the agricultural product supply chain quality for solving the current the agricultural product safety issues.This paper firstly makes the research on the basic theory analysis for agricultural supply chain, including agricultural product supply chain management; agricultural product supply chain organizational form, standard system and worldwide uniform identified logo system, supply chain information transfer organism; agricultural product supply chain key techniques. Moreover, it introduces in the agricultural product supply chain management in the developed countries, analyzes their operating experiences on our country’s crucial inspirations to construct the agricultural product supply chain system and guarantee the agricultural product quality safety. In addition, it gives the settlement methods on the agricultural product quality issues by connecting our country’s supply chain management modes to those in developed countries.This paper is take the method on supply chain forward constructed agricultural safety system, via "supply chain integration" for straight-to-supermarket distribution of agricultural product to break the obstacles, such as information asymmetry; to ensure agricultural product by "farm to fork" constantly running into the orbit conformable to the quality requirements, which is able to get the agricultural product supply chain to become a "positive supply chain". In this circumstance, this paper is expected to hold a beneficial safeguard organized by agricultural cooperative agencies for the production principal part-farmers; shorten the supply chain length to reduce the logistical expenses by straight-to-supermarket distribution of agricultural product; supervise and urge the production principal part to follow the national latest perfected standards or higher than that on the goods supply by supermarket supervision systems; push the supervisors performing their responsibilities by the supervisor obligatory establishment and management integration; provide the rapid and convenient law enforcement methods to control by using the updated techniques; and systemically monitor the agricultural product safety by the mature customers and consumers.In this way, the reasonable distribution of the principal part on the supply chain is forming the "endogenous impetus"; while the external supermarkets, governments and consumers are becoming the "exogenous impetus"; finally both of them construct the agricultural product safety system model to ensure the agricultural product is constantly running into the orbit conformable to the quality requirements. |
