With the rapid development of economy, the urbanization construction wascarried on important agenda. The construction of urban and economic level promotewith each other, their developments are harmonious and cause-and-effect each other.When a country’s economic development reach a certain level, especially with theincrease of industrial property, peasant economy will required to change gradually,which demands the development of agricultural industrialization, increases scale ofeconomies and the utilization of land, agricultural development to large-scalefarm-based business model, more workers from the countryside are freed andconverge to the tertiary industry, providing labor resources for the development oftertiary industry, thus promoting the whole development of the social economy.Theprocess of urbanization is closely related with the vital interests of peasants, althoughthe country’s decision-making is benefit for country and people, but peasants play asone of the main roles during the process is bound to be involved, because peasants’vital interests are related to the urbanization, eg. their ability to fully express theirwishes and through which ways and to express their rights, so the security of peasants’right of speech become the focus of our attention. Only peasants realize their right ofspeech, can they protect their benefit.Urbanization is not a simple executive order of the government of urbanization,it connects with peasants’ vital interests,so the key to the success of urbanization iswhether peasants are satisfied or not, and whether social and economic developmentare coordinated as expected. Urbanization is intensive production process, plays anobvious role in promoting economic development, but whether it can make peasantssatisfied is an important factor directly related to the success of urbanization. How tomake peasants satisfied? They must have a way to express their wishes. Therefore,how to protect peasants’ right to speech in the process of urbanization has become thefocus of this research. By analyzing the impact of urbanization bring to peasants’benefits, then propose ways of peasants realize the right to speech pointedly.The first part is an overview of the basic theory of the discourse power and urbanization. The connotation discourse power is first introduced in this part, aboutwhat is the right to speak have no definitive explanation so far. The paper willdefinite“discourse”and “right”in two ways, and then analyzes the connotation of theright to speak. Then the paper will put forward the concept and characteristics ofpeasants’ discourse right，combining the reality of our country.Secondly, it introducesthe theory and reality necessary of urbanization, as well as a clear definition ofurbanization,then it analysis basis and practical value for Chinese urbanization, at thesame time, peasants’ discourse right as a role in the process of urbanization is deeplydiscussed.The second part is the analysis of the current situation of peasants’ discourseright in China’s urbanization process implementation. First of all,it describes nation’sefforts to protect peasants’ discourse right security efforts in three aspects, thelegislative level, administrative level, the judicial level. And then it analyzes theexisting guarantee question of peasants’ discourse right, there are mainly three points,the weak tendency in legislation, law enforcement aspects exist blind area, judicialprotection can not play its efficiency. Finally, it analysis of the root causes of themissing of peasants’ discourse power from the economic level, the political level andthe cultural level.The third part discusses realization of the path for measures peasants’ discoursepower. Some effective measures are put forward to solve the problem throughanalyzing root cause of the peasants’ discourse right. first a solid legislativefoundation should laid to protect farmers’ discourse power, secondly governmentshould strengthen its role to realize peasants’ discourse power, thirdly judiciary shouldplay its role in the protection of the rights, fourthly the whole society awareness toprotect peasants’ discourse power should established, the finally a platform for theexercise of peasants’ discourse power should built. Through the five areas above toimprove the situation of peasants’ discourse power.As the end of the paper, the fifth part do a simple prospect on the establishmentof the peasants’ discourse right protection mode during the process of urbanization inChina. Firstly this section analyzes the development direction of China’s democratic politics and the goal to realize peasants’ discourse right in public decision making area,then a peasants’ discourse right protection mode suitable for China’s public decisionmaking filed is constructed, which are construction of service-oriented governmentand development of organization for peasants’ self protection. This part of the paperreflects the main purpose of the paper is to explore a peasants’ discourse rightprotection mode suitable for China’s national decision making filed condition.
