Research On Enhance China’s Forestry Discourse Power Under The International Climate Negotiations

International climate negotiations filled with challenge of power and interests. Since forestry plays important role in mitigation and adaptation climate change, forestry issue has become an important element of international climate negotiations. To protect our own national interests in international forest-related climate negotiations, China must enhance its forestry discourse power.Although most domestic literature discuss the meaning of the discourse power, analyzed the important role of forestry in mitigation climate change, but the study that combine the international climate negotiations, the discourse power and China’s forestry development is less. Therefore, the paper embroider on China’s forestry discourse power, analyze the status of it, evaluate the main obstacle factors that effect China’s forestry discourse power in the international climate negotiations. This paper puts forward the policy suggestions on enhance China’s forestry discourse power from four aspects:forestry discourse subject, forestry discourse production, forestry discourse quality and forestry discourse propagate. In particular,.this paper studies from theoretical, empirical and policy dimensions.Theoretical level:Firstly, defines the concept and characteristics of forestry discourse power, laid the foundation for the formation of forestry political science theory. Based on the relevant theories, the article defined core concept of forestry discourse power and its characteristics. The definition of the forestry discourse power concept not only prepared the theoretical ground for research, but also extend the research perspective and discourse meaning, proposed for the construction of forestry political science. Secondly, for there is more qualitative description research than quantitative measurement in research of discourse power and "No systematic index system to measure the effect of soft power", based on the literature analysis and experts opinion, the paper design the evaluation index system of China’s forestry discourse power. The evaluation index system can provide ideas for quantitative evaluation of discourse power or power.Empirical level:Firstly, summarizes status of China’s forestry discourse power. At the "United Nations Framework Convention on Climate Change" stage, discourse power is weak; the "Kyoto Protocol" stage, forestry discourse power is limited; Post-Kyoto climate negotiations stage, forestry discourse power began to increase. Secondly, quantitative assessment the level of China’s forestry discourse power and measurement the major barrier factors that impact enhance it. The paper measured the forestry discourse power from four aspects:forestry discourse subject, forestry discourse production, forestry discourse quality and forestry discourse propagate. The results show that, at present China’s forestry discourse power general at the level of weakness. Then the paper selected nine obstacle factors, use statistical analysis tools to measure correlation of each factors, verify the hypothesis and find the international discourse hegemony environment, forestry agenda-setting ability and forestry discourse quality are the three key factors that impact enhance China’s forestry discourse power. The research not only describes the level of China’s forestry discourse from the quantitative angle, but also provides the basis for the proposed countermeasures.Policy level:On the basis of theoretical and empirical research, this paper put forward the main policy recommendations to enhance China’s forestry discourse power. The political influence of the forestry discourse is the premise of obtaining discourse power. In the view of international climate negotiation, the key issue is the economy discourse power. Strengthen the forestry issue setting and agenda control ability to improve the capacity of discourse production. Enhance the ability of concept value contribution and construction external communication system are important means to improve the discourse quality and discourse propagate ability. Based on this, combined with empirical analysis results, this paper puts forward some suggestions on enhancing forestry discourse power:incease the political influence of forestry discourse subject, expand the forestry economy discourse power, enhance the forestry discourse production capacity, improve the quality of forestry discourse, and constructing the foreign communication mechanism.
