Food is essential product of people life and is even important strategic material of acountry.Without food,we do not talk about the stability of a country and can not solve theproblem of basic food and clothing. Food is an important source of income for farmerswho plant food and is also raw material of many industrial product. One feature of foodindustry is weakness. Due to this characteristic of food industry,many countries in theworld, especially the developed countries have taken certain policies to support food,andone supporting policy is food subsidy.In recent years,the Chinese government alsoimplemented policy of food subsidy,and continually increased subsidies of food, but theeffect was not significant.According to a survey,we can find the enthusiasm of growingfood of farmers has not been greatly improved due to the implementation of the foodsubsidy policy and also can find production of food has not been significantly increased inour country.Therefore,we should analyze existing problems of current food subsidypolicy implementation in our country,evaluate the performance of its implementation andpropose practical countermeasures to improve food subsidy policy of our country so thatachieving goals of enhancing the enthusiasm of planting food of farmers,significantlyimproving China’s grain output, increasing necessary products of people’s life, solvingthe problem of food and clothing of people, building a harmonious society.The studying purpose of this paper is to analyze the problems in the implementationof China’s food subsidy policy as well as to evaluate the performance of theimplementation of the policy, and finally to raise proposals which has certainsignificance.This article first proposes a research background, namely judging from thecurrent situation,China’s food security situation is fairly grim.Therefore,we need tofurther strengthen and implement national policies which give benefits to farmers andsupport agriculture,greatly enhancing the enthusiasm of planting food of farmers,achieving the purpose of protecting the interests of farmers who plant food. Theimplementation of current food subsidy policy does not research the expected purpose;thesignificance of study;literature review;scheme of study;point of creativity.Following, this paper describes the meaning of two concepts of food subsidy policy, namely,agricultural subsidy and food subsidy.Then analyzing some existing problems in theimplementation process of current food subsidy policy of our country.Such as manydepartments introduce food subsidy policies;various places adopt inconsistent subsidystandards to subsidize food;it is difficult to check varieties of food subsidy;the adjustmentefficiency of goals of food subsidy policies is relatively low; the phenomenon of somecultivators can not get food subsidies is very serious;subsidy methods of every place arevery different. The focus of this article is evaluating the performance for theimplementation of food subsidy policy of Yongxing town of Jingmen city.We obtainrequired datas of evaluating the performance for the implementation of food subsidy policyof Yongxing town by investigation.And we reach the total performance of subsidy policiesfor Yongxing town by combining Delphi Method to Analytical Hierarchy to analyze thedatas.Finally,according to the overall conclusions of analysing the performance ofimplementation of food subsidy policies for Yongxing town,we put forward severalsuggestions to improve China’s food subsidy policies,that is,stabilizing current foodsubsidy policy systems, adjusting objectives of subsidy policies, accelerating theestablishment of grain direct subsidy systems,expanding the range of special subsidiesand subsidy links,ensuing farmers who plant food can obtain subsidy funds....
