Shaoguan Subsidy Policy Implementation Effect Problem Research

Throughout the course of development of China’s grain subsidies, grain subsidy policy has achieved some success but also exposed some drawbacks, so the actual grain subsidy policy implementation effect much public concern.This article selects the guangdong shaoguan city as the research object, from the perspective of farmers, to evaluate the grain subsidy policy, through the statistical analysis of survey data of shaoguan city grain subsidies policy effect in the mind of farmers; and other agriculture-related finance from the grassroots cadres for the survey were evaluated by Shaoguan fieldwork to understand the problem of grain subsidies encountered in actual operation, and build Shaoguan grain subsidy policy performance evaluation system for standardized evaluation process, using Analytic Hierarchy Process(AHP model), the econometric model to comprehensive evaluation of performance of Shaoguan grain subsidies.By a descriptive analysis to quantitative analysis of Shaoguan grain subsidies to make the performance evaluation,which made more scientific and effective subsidy mechanisms.Taking a cities of objects from the beneficiaries(farmers), policy direct executor(basic agricultural cadre) field research collect data and use measurement methods to a prefecture-level city of grain subsidy policy to evaluate the performance of the relevant outcomes in grain subsidy policy research it is extremely rare.The results showed that the Shaoguan subsidies on food gain output, grain size,agricultural output, agricultural production conditions has a positive effect. But by the subsidy standards, population and other factors, the effect of grain subsidy policy objectives are not very significant, but also for the future of grain subsidy policy pointed out the direction:should increase subsidies, on the basis of this, learning foreign developed force in the country is more advanced and perfect grain subsidies, the formation of subsidy operations and subsidies regulation closely integrated comprehensive subsidy management system to ensure the efficient use of the grain subsidies, improve the agricultural science and technology, and mobilize their enthusiasm for growing grain, and ultimately achieve maintenance nationalfood security purposes,make taxpayer’s money actually used in practice.
