Microcosmic Examination For The Mechanism Of Food Safety Supervision

With the continuous improvement of living standards, people are increasingly seekinghealth and quality of life, but in recent years a large number of food safety incidents sharplyoccurs and food safety regulatory issues become the focus of social governance. At present,although China has achieved initial results for the construction of the food safety regulatorysystem, it has just started in the rural areas. This paper intents to propose how to improve thefood safety regulatory system on the county level through the sample analysis of the safetyregulation on production and sales of Danling dongba, contributing the efforts for theconstruction of food safety system under China’s dual structure of urban and rural areas.The main content of this paper is divided into four parts:The first part is an introduction, focusing on the background and significance of this study,explaining the ideas and methods of this article;The second part is the theoretical analysis of food safety supervision. Throughintroducing the concept of food safety supervision, its characteristics, and mature supervisoryexperiences of the United States, Japan and other countries, this part intends to providenecessary theoretical support and useful reference of improving the food safety supervisionwork in rural areas;The third part, taking “Danling dongba” for example, conducts a microscopic analysis ofthe safety supervision mechanism problems in rural areas from the two sequences of food: themarket-access and the circulation, including regulatory responsibilities cross functionaldepartments, inadequate investment, scattered regulatory objects, asymmetry regulatoryinformation, low illegal costs and so on;The fourth part proposes recommendations on improving our county-level food safetyregulatory mechanism of the problems presented ahead, such as strictly adhering themarket-access license to the food industry, improving the cost of illegal behaviors,implementing the performance assessment criteria of the local government, clarifyingdepartmental functions from external channels, as well as paying attention to the regulation ofthe market itself, promoting large-scale production, creating excellent brands from internalways. Also, the important role of media supervision, safety complaints mechanism,emergency response mechanisms in food safety supervision are stressed.
