In China, the public administration sector and quasi-public administration sector has a huge practitioners, over the years, because of a steady income and good welfare benefits, it become a popular choice of employment during graduates. However, due to the limitation of traditional personnel management mechanism, the constraints of internal promotion and Less competition of external, practitioners is losing a sense of crisis and competition, aggressiveness and creativeness after working in public administration for a while; In addition, due to the impact,of "Official Standard" and lack of effective community supervision, the public service function of public administration is not not obvious and power "rent-seeking" phenomenon is difficult to avoid, which not only affected the healthy development of employees career, but also have a negative impact on the fairness and efficiency of society.This thesis regards practitioners in Henan Expressway Operation Department as the research object, utilize theory of public management and Social science research methods, investigate and study career planning of practitioners in Henan Expressway Operation Department, seek to construct a reasonable career planning system for employees to achieve personal and social values, in order to achieve mutual promotion and harmonious development of individuals, institutions and society;...
