With the rapid development of national economy, the way of relying on resource consumption for economic growth will be washed out gradually. Accelerating the economic transformation becomes the main mode of future development of our country. In this context, developing strategic emerging industries and promoting economic transformation become the consensus of the theoretical and practice circles gradually. Therefore, development of strategic emerging industries, not only plays an important supporting role for China’s current economic and social development, but also leads China’s future economic and social sustainable development strategy direction and occupying the important position in the world economic pattern. Environmental technology efficiency was used as a measurement of technical efficiency in the new period. It makes a new evaluation on the efficiency of industry under the premise of considering the environment, which is both a new judgment theory of the sustainable development and providing a new target to the development of related enterprises an indicator for transformation of the new period. Strategic emerging industries in the early stages have the characteristics of lacking of innovation and technology, and face with resources and environment constraints inevitably. Therefore, measuring the environmental technology efficiency of strategic emerging industry in China has important theoretical and practical significance.This paper first uses the directional distance function to calculate environmental technology efficiency of strategic emerging industry among provinces and industries in2003-2012;Secondly, according to the calculated result of the changes, it gives the Global Malmquist-Luenberger (GML) index which is decomposed into technological progress and efficiency improvement, and also makes a comparative analysis of results among GML index, GML index not considering undesirable outputs, contemporaneous ML index and ML index not considering undesirable outputs. Then it analyses the convergence of environmental technical efficiency among industries and provinces. Then according to the result of strategic emerging industries theory, analyzing the factors which influence the efficiency of environmental technology. At last, it gives the policy way to improve the efficiency of environmental technology.The main conclusions and enlightenment are as follows.First, no matter from the perspective of the industries or provinces, China’s environmental technology efficiency of strategic emerging industry level is low overall. It is on the decline from2003to2007which indicates that the development of this period of the industry is the cost of environment and resources. Starting in2008, with the relevant policies and the awareness of sustainable development, environmental technology efficiency is rising year by year. It shows that only through the improvement quality of economic growth constantly by environment technology that can change the mode of economic growth in China, and achieve economic transformation.Second, on industries research, when the governance expected output costs, in addition to energy conservation and environmental protection industry, high-end equipment manufacturing industry, other industries’environment efficiency is declining. It is the result of the development of the two industries is better. In addition, environmental technology efficiency changes index of biological medicine industry and new energy vehicles industry are close to1which means their development is on mature stage gradually.Third, the difference between the emerging industries mainly comes from technological progress (EC), illustrating the importance of technology. Overall, except from2005to2006and from2007to2009, the environmental technology efficiency standard deviation is raising with time gradually which means there is no convergence. Other times there is obvious convergence, especially for data of nearly four years, which illustrating the trend of convergence in strategic emerging industry of our country.Fourth, from the view of regional distribution, the growth of the environmental technology efficiency of North China, Northwest China is the faster, then is East China, South China, Southwest China and Central China, the slowest growth in Northeast China. Among them, in addition to Liaoning, Jilin, Heilongjiang, Anhui, Jiangxi, Henan, Hubei, Hunan, Guangxi, Hainan, Sichuan, Guizhou, Yunnan, Shaanxi, Ningxia, other provinces have increased the environmental technology efficiency.Fifth, due to the provinces’difference in economy foundation level, human capital, natural resources, industrial structure, etc, there is big difference of environmental technology efficiency when using of environmental technology in the process of the transformation of economic growth pattern. And the convergence analysis shows that there is very significant convergence in different provinces between2003and2012. It means significant technology diffusion phenomenon leads to the technical efficiency of convergence between the regions.Sixth, if not considering the expected output, the growth of technical efficiency is higher than the ones when considering the expected output t. This shows that not considering the expect output will exaggerate the growth of the environmental technology efficiency. At the same time, under the current production technology of environmental technology efficiency is generally lower than the global growth under the production technology of measuring results, and the differences between provinces and industries decrease significantly. This is because the ML index using the geometric mean between two phase of the input and output data to smooth the production efficiency.From the above we can see, taking the environmental technology efficiency and strategic emerging industry together and using the Globe Malmquist-Luenberger index model based on directional distance function to calculate further promote the theoretical research of the strategic emerging industry and enrich the theory of measurement of environmental technical efficiency. Through the industrial and regional differences of environmental technical efficiency of China’s strategic emerging industry, it provides the guidance of coordinated development between the industries and provides of China’s strategic emerging industry.
