With the rise of strategic emerging industries, governments regard the development of strategic emerging industries as the key to national economic development. Meanwhile, our government is working on conducting a comprehensive planning to improve strategic emerging industries and enhance the cultivation and development of strategic emerging industries to the national strategic level. It has become an important way to achieve sustainable development of China’s economy that converting the economic growth mode from quantity to quality, by adjusting and optimizing the industrial structure. Therefore, the study of environmental technical efficiency and its dynamic mechanism is extremely important to improve the development of China’s strategic emerging industries.Firstly, this paper describes the content and features of environmental technical efficiency by comparing with the traditional technical efficiency and evaluates the environmental technical efficiency of the strategic emerging industries of China’s provinces over the period of2003to2011by Non-radial DEA-RAM model. Then, this paper analyses the economic significance of the measure results. The major conclusions are as follows:The environment technical efficiency level is low in generally. However, it has a first down then up trend in the time. And there are some tiny differences among each province in the environmental technical efficiency.Secondly, this paper analyzes the internal and external influencing factors of environmental technical efficiency. The internal influencing factors include the strategy of innovation, the fund of scientific research and highly qualified personnel. While, the technical progress, the surroundings of market, the support of government and environmental restriction are the external influencing factors. Then, this paper creates the Logistic model of internal and external influencing factors of environmental technical efficiency, also does the simulation analysis of the Logistic model. The results show that the evolution speed of internal and external influencing factors of environmental technical efficiency under symbiotic model breaks the upper limit of the evolution speed under non-symbiotic mode.Then, this paper selects seven variables according to the influencing factors: patented invention, internal expenditures, the quality of labor, technical change, the concentration of market, the structure of ownership and CO2emission. This paper also makes an empirical study of the environmental technical efficiency influencing factors of China’s strategic emerging industries over the period of2003to2011by using panel Tobit model. The major conclusions are as follows:patented invention, internal expenditures, the quality of labor and technical change are positively correlated with the environmental technical efficiency, but the concentration of market and CO2emission are negatively correlated with the environmental technical efficiency. Moreover the relationship between the structure of ownership and the environmental technical efficiency is based on the industry characteristics.Lastly, this paper gives some policy recommendations to improve the driving force of environmental technical efficiency in terms of endogenous and exogenous dynamic perspective, according to the empirical study results of the environmental technical efficiency influencing factors.The innovation of this paper is mainly reflected in two aspects. The one is that this paper combines the environmental technical efficiency and strategic emerging industries together, also evaluates the environmental technical efficiency by Non-radial DEA-RAM model and analyzes the trend of the environmental technical efficiency. The other one is that this paper considers the internal and external influencing factors of environmental technical efficiency and creates the environmental technical efficiency impact mechanism, also creates the Logistic model of internal and external influencing factors of environmental technical efficiency.
