Since2007, the rural minimum living security system in the country carried out and has achieved good results. It makes a great contribution to our social stability, economic development and social progress. Therefore, the full implementation of the rural minimum living security system is the urgent need of constructing the harmonious society, is the effective measure to solve the problem of food and clothing in the poor rural areas, is an important content of the social security system covering both urban and rural areas, is very important for urban and rural economic social coordinated development, the building new socialist country side and the comprehensive advancement affluent society constructs. But this kind of "blood transfusion" type of relief system defects are increasingly exposed, seriously welfare dependence phenomenon, lowly rescue level, single relief way, determining objects difficultly, and lack of other policy integration ect. These are contrary to the original intention of the establishment of rural minimum living security system. In the macro background of economic transition, the comprehensive construction of well-off society and the socialism new rural construction, how to effectively protect the basic living of vulnerable rural poverty, establishing a scientific and rational minimum living security system is the current and future academic period a major issue we face.Based on this background, this paper is about to research the development of rural minimum living security. The main contents are as following:The first chapter is introduction, mainly including the background and significance of the research paper, the overview of related literature at home and abroad, research contents and methods and innovations and shortcomings of the thesis.The second chapter, analyze the theory of development of rural minimum living security. Firstly definite the connotation and characteristics of the development of rural minimum living guarantee. Secondly expound the basic principles of the development of rural minimum living security, including the principle of fair and efficiency, security and development principle and sustainable principle. Lastly, analyze the theoretical basis of establishing the development of rural minimum living security.The third chapter, analyze empirically the implementation of the rural minimum living security in X-County of Shan dong. Firstly expound the current implementation of rural minimum living security in Shan dong.
