Research On The Management Of Financial Poverty Alleviation Funds In Hebei Province

As China’s traditional agricultural province, Hebei Province has a large population and ameager development foundation. Its poverty phenomenon is more prominent than that inother provinces. As a result, it is relatively more difficult for Hebei Province to solve theproblem of poverty. In order to change the backwardness in poverty-stricken areas in Hebei,both the central and Hebei governments have enhanced the investment in financialalleviation funds year by year. Great emphasis has been placed on standardizing themanagement of financial alleviation funds, and poverty alleviation has made great progress.As financial alleviation funds is a scarce resource, its use and investment direction shouldbe combined with the need of the poor family; how to efficiently use and manage thefinancial alleviation funds through the integrated employment of administrative, legal andeconomic means are of a great research significance to promote the economic developmentand construction in poverty-stricken areas. In this paper, by analyzing the basic situation offinancial poverty alleviation funds management in Hebei province, it is concluded that thecurrent sector participation pattern, information supervision, auditing, management,evaluation problems existed in the financial poverty alleviation funds management, Basedon the national and international advanced experience of managing poverty alleviationfunds, this article points out that by improving the aiming degree of the financial povertyalleviation funds management, deepen the transformation of “Four things to county”,integrate the financial poverty alleviation source, complete the informatization supervisory,audit and evaluation mechanism, to improve on the management performance of thefinancial poverty alleviation for Hebei.
