Study On Greenhouse Vegetable Extension Modes In Shouguang Of Shandong Province

The issues of agriculture, farmer and rural area are always the serious social development subjectsthat are related to the social and economical development of our country. Agriculture science andtechnology is the basic way to improve agricultural synthetic production capacity and adequately solvethe issues of agriculture, farmer and rural area. It is widely believed that, from theory to practice, as thebridge and tie of transforming agricultural scientific and technological achievements into practicalproductivity, agricultural extension plays a significant role in accelerating rural economic developmentand social progress. Innovation of agricultural extension mode is always the motivation of promotingindustrial upgrading and sustainable development. Enhancing the innovation of agricultural extensionmode and establishing effective agricultural extension mode are the important measures for promotingscience and technology to the farmers, increasing the income of famers and improving agriculturalsynthetic production capacity.Shouguang, of Shandong Province, as “Home of Vegetables in China”, is the place where Chinesewinter greenhouse vegetable originated. Since the birth and the large scale promotion of wintergreenhouse vegetable in Shouguang from1980s to1990s, by relying on the first mover advantage andtechnological innovation of winter greenhouse vegetable, Shouguang had achieved win-win situation ofagricultural production progress and social economy development. But with the social change andprogress over time, the contradictory issues that restrict the promotion and development of agriculturalindustry of Shouguang greenhouse vegetables facility are increasingly prominent.As for these issues, the writer of this paper combined the reality of the subject itself, tookShouguang greenhouse vegetable facility agricultural industry as the study object and then investigatedand analyzed the industry developing situation and existing problems and the greenhouse vegetablepromotion mode by various ways including referring to document literature, visiting relevantdepartments, going to the grassroots and so on. This paper has clarified the obstacle factors ofgreenhouse vegetable promotion and development. According to the needs of local farmers ofShouguang on greenhouse vegetable promotion, this paper has concluded and summarized sixcategories of combinations of innovation-type modes that rely on specialist resources of research anddevelopment institution in universities and fit for the promoting development trends of Shouguanggreenhouse vegetable in the future, and also proposed the key promotion modes and future developmenttrends.The research show that, the current typical successful modes of greenhouse vegetable promotions inShouguang mainly include five typical successful promotion modes, which are the driving mode offarmer specialized cooperative economy organization+farmer, the driving mode of leadingagriculture-involved enterprise+farmer, family farm management running mode, the driving mode ofdemonstration garden of agricultural science and technology+farmer and the driving mode of localagricultural fair. The listed modes have their specific application environment. Though the forms aredifferent, but each mode has its own superiority and can play an important role in the current greenhouse vegetable promotions in Shouguang. It is suggested that further integration and managementof these modes should be conducted in allusion to the existing deficiency of mode running.The research reveals that, after a series of analytic demonstrations, the combination of greenhousevegetable innovative-type promoting modes that was proposed by the writer and that relies on specialistresources of research and development institution in universities, has formed the new system ofgreenhouse vegetable promoting mode in a certain degree, which does not only accord with Chineseagricultural promotion reality, but also has the feature of Shouguang. It has established the new mode ofagricultural extension entering villages and homes in our country and promoting the farmers to achieveincreasing production and income. It is also an important supplement and innovation of the currentagricultural extension mode which is led by government extension agency in our country. It is believedthat with the experimenting, demonstrating, concluding and extending of the modes above, they willplay an important role in the further promoting of agricultural industry of Shouguang greenhousevegetable facility.After a comprehensive research and analysis, the paper concluded that the future Shouguanggreenhouse extension modes should form a diversified agricultural extension modes system, which isfeatured by structural diversity, various functions, flexible mechanisms and efficient functioning, withthe lead of government units, the support of specialist resources of research and development institutionin universities and the involvement of various agriculture-involved organizations and communities thatinclude agriculture-involved enterprises, cooperatives (associations), professional leading farms and etc.The government should enhance the macroeconomic regulatory and financial support on agriculturalextension activities. The specialists should do the technological exchange and talent support well. Onthis basis, it can give full play to the overall functions of every extension subjects and thus promote thefurther extension and development of Shouguang greenhouse vegetable in the future.
