Tangshan City is an old industrial base, which has long been precipitated the historical culture as wellas the serious impact of the planned economy model, and the small proportion of state-owned enterpriseshas been stubbornly high. Since2001, small stated-owned enterprises in Tangshan began to reform and thelabor relations in the enterprise have also changed and the regulation of labor relations from the traditionalway of administrative mediation adjustment mode changes to the market rules model, Labor relations haverealized the corporate culture and market culture model in general, no longer rely on the government todetermine the form of labor relations, but the two sides decided by the employer and employee, workershave various interests in the enterprise, economic interest become the point of labor relations, it is also ameasure of labor relations regulation and those formed. However, some enterprises in the reform of thelabor relations does not handle well, it will not only have an impact on the effectiveness of enterprisereform, but also a serious impediment to the sustainable development of enterprises.This article is based on research related to above, in order to increase the depth of study; we do aresearch about the impact of labor relations and the current situation after the reform of stated-ownedenterprises in Tangshan City. Firstly, Investigation by the labor relations of small stated-owned enterprisesin Tangshan, the status of it was analyzed after the reform. Secondly, we do a sample survey to Tangshansmall state-owned reformed enterprises, refined important factor affecting labor relations after the Tangshancity, a small state-owned enterprise reform. Finally, on the basis of the relevant research, I make a fewsuggestions on improving labor relations in Tangshan city, small state-owned enterprises after the reform.Through theoretical and empirical research on evaluation of Tangshan small state-owned reformenterprises’ labor relations, I can draw the following conclusions. On the one hand, after the reform ofproperty rights system, Tangshan small state-owned enterprises’ development become faster and faster, butthis enterprise system reform will inevitably lead to the following problems of labor relations, such aslacking of an effective exit mechanism, the contradiction between employer and employee increasinglyappear, labor relations difficult to successfully promote market-oriented, realistic expectations are differentfrom some works have, this problem become increasingly prominent, etc. On the other hand, obtainedthrough questionnaires, legal contract factor include labor contract and collective contract and collectivecontract compared greater impact on labor relations. The inner working environmental factors include thephysical environment and management system, and management system is greater impact on laborrelations. Staff remuneration system includes both wages and benefits, but more sensitive response ofemployees on wages.
