Research On Enterprises’ Participation In Energy-Saving Activities’ Motivation Mechanism Under The "Government-University-Institution-Industry" Cooperation Model

Energy is an important material basis for a sustainable development of the country andnation. In recent years, when we have the full enjoyment of the unprecedented progressbrought by energy resources, characteristics of energy scarcity, energy over consumption, thescramble for resources, energy security, environmental pollution and other issues havebecome increasingly prominent. To achieve coordinated and sustainable development ofhuman and natural resources and the environment, countries not only pay close attention toenergy issues, but also included energy development into national development strategies.We are a big energy consumption country. In recent years, the government developedenergy conservation policies and measures actively, and encouraged the whole society,especially the enterprises to actively participate in energy conservation efforts. The enterpriseenergy saving activities is the most important part of whole social activities. Theimplementation of the specific energy-saving targets, implementation of key projects, the keytechnical innovation and the operation of the market mechanism are all inseparable from theactive participation of enterprises subject. Enterprise energy issue is a complex problemrelated to the interests of the whole society parties. The government policy guidance andenterprises’ energy efficiency are inseparable. Universities’ and institutions’ science andtechnology contributions are closely linked to enterprises’ energy conservation activities.Therefore, integrating all the advantages of social subjects and forming the "GUII"cooperation strength are particularly important to enterprises’ participating in energyconservation activities and the energy bottleneck breaking through. Therefore, in this paper,based on GUII cooperation model,“the influencing factors of enterprise’ energy-saving" and"the dynamic mechanism of enterprises’ energy-saving" are set as the main object of the studyand following questions are discussed.Firstly, former studies and theories about GUII cooperation and the influencing factors ofenterprise’ energy-saving are summarized and reviewed, it shows that GUII cooperationmodel and enterprises’ energy-saving behavior haven’t form a good synergy yet. Althoughthere are some theoretical studies about the influencing factors of enterprise’ energy-saving,the analysis about the factors’ interaction and mechanism is still relatively less.Secondly, the present situation of GUII cooperation on energy development are analyzed,the connotation of GUII cooperation energy-saving is defined, the current situation ofpolyhydric energy-saving cooperation is analyzed, the energy-saving under IUI cooperationmodel and GUII cooperation model are compared, and the internal and external influencingfactors of enterprise’ energy-saving under the GUII cooperation mode are analyzed. All ofthese built the foundation of the follow study about the dynamic mechanism.Finally, we identified the influencing factors of the dynamic mechanism of enterprises’ participating in energy-saving activities, identified the variables and the effect of theirinter-relationship model. Then we build up the dynamic driven-model of enterprises’participating in energy conservation by modeling assumptions. Proposed the stabilityconditions of the dynamic system, and analyzed the interaction mechanism of dynamicfactors of enterprises’ participating in GUII cooperation energy saving activities.
