January9,2012, the Deputy Minister of Agriculture, the Chairman of ChineseAcademy of Agricultural Sciences, Li Jiayang pointed out at the meeting that“Chinese Academy of Agricultural Sciences will overall implement the constructionactions of modern agricultural research institutes.” The Agricultural research institutesare the important part of the Chinese non-profit research institutions, according to thenew demands of the development of modern agriculture, the new policy-oriented ofnational technology, the new changes of the fields of agricultural science andtechnology and the levels, the institutes need to establish a modern system of researchinstitutes urgently, and the talents ability management system play an important roleamong the modern system, it is also the key criterion to evaluate the competitivestrength of research institutes. How to improve the ability of high-technologicaltalents has become the real problem demanding prompt solution.The agriculture research institute was founded in1956; it is an institute thatspecially studies characteristic agriculture, the institute makes a great contribution toprovide the technical supporting for the development of Chinese special agricultureduring the period of56years. But during the long process of development, there arefollowing problems exist: ability of integrated innovation is not strong, the overallability of innovation is weak, and the lacks of leader of the new discipline, the leadersof parts of scientific field face the temporary shortage, the personnel configuration ofsubject groups is not reasonable, the organizational construction of the new subjectneed to strengthen and so on.The article was written from the perspective of the strategic requirements of theagriculture research institute, it is also on the basis of analysis of the developmentopportunities and challenges which the institute has faced on. Based on human capitaltheory, knowledge management theory, this article combined with analysis of agricultural sciences and technology talents ability model and the knowledge dynamicequilibrium model, it builds up the talents ability management system of agricultureresearch institute. Through research, the main conclusions of this article are:The agricultural sciences and technology talents ability management system iscomplex system engineering, its core is to build the talents ability evaluationmechanism, only establish a scientific ability evaluation mechanism, it can ensure theeffective operation of talents ability training mechanism and talents ability usingmechanism. Among them, the feature of ability evaluation mechanism is that it canreflect the differences in purpose of the high-technological talents ability evaluation;the feature of ability training mechanism is that it builds the ability training cyclemechanism based on the ability model, it including the requirements analysis, designdevelopment, operation and evaluation, these four processes. In the terms of talentability using system, this article designs implementation plan of the talents abilityusing system of the agriculture research institute.
