As China's national defence grows, the research institutes which are responsible for weapon researches and manufacturing, are increasingly strategically important. Due to historical reasons, management of such institutes is somewhat planned-economy oriented. However, the former management system obvious does not fit in the current situation of highly developed economy and high degree of marketization. Therefore, only when the institutes are more marketized, can they be competitive and revitalized. The key and first step for marketization of the institutes is to optimize their own management system. The main objectives of the institutes are reaserach and innovation, and the reaserch posts are the core to fulfill these objectives. Establishment of performance evaluation model for reasearch posts, better activating innovation, facilitating punctual accomplishment of research tasks and strict execution of working procedures, is the key step for enterprice reform.The present research is to establish a research performance evaluation model, institute M as the sample, based on performance evaluation theories, statistic theories and project management theories, to serve the overall strategic development target of the institute. Research methods include questionaire, statistic analysis, literature review, etc. this model is hopefully applicable to other units.
