Software outsourcing project has been given more attention, because it can reduce the development cost and management cost, and also make contracting party can concentrate on their core competence. But the domestic risk management for the telecom industry information outsourcing project is not mature, and the theoretical research and the successful case of telecom outsourcing project risk management from perspective of the contractor is also missing, so it caused the project contractor delay and the budget problem by the risk of contractor have occurred frequently.According to the basic theory of project risk management and the existing domestic and foreign achievements of research and analysis from the angle of risk management, this thesis analyze the telecommunications industry informatization project background and characteristics, and focuses on the features of outsourcing project contractor and faces in the project risk. Then base on the telecom industry background and characteristics of the analysis and the basis of finishing, combined with mature risk management model of several foreign industry recognized, select the appropriate risk management models in the telecommunications industry, risk management outsourcing project contractor of ways and means, through the whole integration, coupled with my own reviews and optimization model of process, summed up a set of suitable for risk management model of telecom industry informatization outsourcing contractor of the project, and applies the model to the real company actual project, in the whole process of software outsourcing project, according to the specification of the model, continuous risk management. Finally, the practical effect of the application of the model are analyzed and summarized. The research work and the contributions in this study are as below.First, the information technology outsourcing industry background and project contractor risk characteristics of the domestic telecommunications industry were analyzed from the perspective of risk management, then summed up and classify the risk may appear in the process of outsourcing project.Second, on the analysis of the domestic and sophisticated risk management systems and models, and combined with the background and the project contractor risk characteristics of the telecom industry information projects the article summarized in the thesis, to build a information technology outsourcing contractor’s management model applicable to the telecommunications industry, and through actual cases to verify the usefulness of the application of the model. In the application process model, the model solve the lack of systematic and persistent problems and help the company to build a complete risk management mechanism in the overall level, in addition to solving two issues in the company’s risk management factors in terms of imperfect people, including senior weak awareness of risk management and unclear risk managers responsibility.Third, for a one-sided risk management perspective study, the thesis described and analyzed the importance of risk management from a multi-perspective, and conducted research and case studies in the thesis from the enterprise senior management personnel and grass-roots project manager’s perspective. And pointed out the root cause of the inconsistent pace between the enterprise senior management personnel and grass-roots project manager in the domestic companies on risk management, first, because of the two different roles and responsibilities in the company, the differences in the focus and angle of project risks appeared, the senior management personnel pay more attention to the height of corporate strategy, a high level of risk, such as political risk business, organizational structure, business processes and corporate culture, and grass-roots project manager are more concerned about the low level of risk during the project such as risk technology, demand and user aspects. Second, the open channel of communication is lacking between the senior management personnel and grass-roots project manager.Fourth, the relevant risk management staff in the actual project management took some comments and inspiration in the application of the model. the application of the model from senior leaders and grassroots perspective increased the participation of senior leaders, build the open channel of communication and find out the difference view between the senior management personnel and grass-roots project manager in risk management, then reach an agreement on this issue. It made the senior leaders can better understand the resource needed form grass-roots project managers in risk management, and thus be able to support the grass-roots project managers fully targeted and effectively. It also let grassroots project managers can look at the whole risk issues faced by companies in strategic management level, and carry out the project risk management From the company’s overall strategic direction, eventually reach to the risk management model of standard specification, up and down by the support of the risk management system.This thesis combines theory with practice, literature research method, research method and case analysis method to research on risk management of the whole process of software outsourcing project, suitable for the whole process model of telecom enterprise informatization outsourcing contractor of the project risk management summed up, not only enrich the professional risk management knowledge, also for similar the project of the contractor enterprises, in terms of risk management, to provide reference and guidance in theory and practice.
