With the rapid growth of global population rising and economic scale, oil, coal andother fossil energy depletion and excessive consumption of fossil energy and environmentalpollutionproblems caused by climate change have gradually aroused people’s concern, toreduce greenhouse gas emissions for low-carbon economy came into being thetarget. Energy is thebasic driving force of human development and economic growth, isthe survival and development of human society and the necessary material guarantee. In thelow carbon economy environment, new energy has become an important alternativeenergy energy diversification, in response to global climate change and environmentalpollution, the development of new energy industry is the inevitable choice toachieve sustainable human development.Industrial patent strategy is the main economic industry in order to obtainthe competitive advantage in the fierce competition in the market, the patent system andpatent technology,adopt various methods to achieve the overall development of theindustry planning. In the low carbon economy environment, formulate patent strategy ofChina’s new energy industry is to help China’s new energy industry occupies a place in thefierce competition in theinternational market, but also in order to realize the sustainabledevelopment of society.This paper abandons the traditional patent strategy formulation method, the spirit ofscientific,feasible, simple principle of patent analysis method and QSPM combination todevelop low carbon economy under the environment of the new energy industry in China’spatent strategy,patent strategy can greatly improve the accuracy of selection, enhanced lowcarbon economy environment in China the new energy industry patent strategy is effectiveand enforceable.The specific contents are as follows:1. using the method combining quantitative analysis and qualitative analysis are made a detailed analysis on the low carbon economy under the environment of China’s new energyindustry’s external environment and internal environment from the political and legal, socialeconomy, the core competitiveness of the industry, patent status, and on this basis to extractthe key factors influencing the formulation of patent strategy of China’s new energy industry.2. retrieval software to collect and statistics of new energy industry bypatent related patent data, and makes a quantitative analysis on the patent data by usingthe method of patent analysis, in order to determine the status of the patent status andtechnology of new energyindustry in our country, then this is the basis for alternative patentstrategy and the choice of China s new energy industry status source suitable for the patentwork.3.The establishment of QSPM matrix based in determining the key factors andalternativepatent strategy on (Quantitative strategic planning matrix), and to give the weightof key factors, wasassessed alternative patent strategy, finally by comparing the variousalternativepatent strategy to select the total score and the patent strategy of China’s newenergy industry development is most suitable for the low carbon economyenvironment and, given the specific strategies and suggestions.
