Study Of Patent Strategy Of Automotive Electronics Industry Cluster In Jilin Province

With its rapid development, the high technology industry cluster has become an importantform of industrial organization in China, contributing to the implementation of theindependent innovation strategy and the enhancement of international competitiveness inChina’s high technology industry. Independent innovation starts with and is characterized bythe ability to hold independent technology patents. Therefore, strengthening patent strategymanagement is bound to be an essential strategic approach for China to facilitate thecontinuous development of its high technology industry while enhancing the internationalcompetitiveness and promoting the sustainable development of its high technology industryclusters.This paper, taking automotive electronics industry clusters in China as an example,divides the study on patent strategy for high technology industry cluster into three sections,including analysis of the current status, strategy selection and design as well as strategyimplementation and control. In the section dedicated to analysis of the current status,approaches are suggested for analyzing the current patent status in the automotive electronicsindustry and a summarization is presented listing the strengths and weaknesses of the existingautomotive electronics industry clusters while an objective assessment of the performance andeffectiveness of the patent strategies implemented by industry clusters is given through a greyrelational analysis model. In the section dedicated to strategy selection and design, patentstrategies are classified into two categories—offensive strategies and defensive strategiesbased on an overall review of existing strategies while specific strategies are designed withconsideration given to four aspects including patent development, patent application, patentutilization and patent protection. In the section dedicated to strategy implementation andcontrol, a strategic control system is established with a clearly defined goal and a schedule.Finally, this paper presents an empirical analysis of the patent strategies employed in theautomotive electronics industry clusters of Jilin province and identified the strengths andweaknesses of these strategies by comparing them to those employed in other industryclusters across the country. Additionally, by applying grey relational analysis model, thepaper offers an evaluation of the performance and effectiveness of current strategies, inaccordance with which specific patent strategies are designed for future reference and relevantsuggestions are provided for the implementation of patent strategies.
