The Research On The Development Of Headquarters Economy In Changchun

Since the strategy of headquarters economy in ChangChun wasdetermined in2004, the government, companies and scientific researchinstitutions have been making great efforts in this strategy. To develop theheadquarters economy, they researched，invested to build the headquarterseconomy zone, and implemented a series of policies and measures to promotethe development of headquarters economy. It made some achievements. At thesame time, there are still some problems worthy to be discussed.Combining the theories of modern regional economics and enterprisemanagement, this paper establishes three-level index system, using theinternational competitiveness evaluation methods, to research theheadquarters economy in ChangChun. This paper systematically analyses35key cities, especially Shenyang, Dalian, and Harbin which are the other threekey cities in the area of northeast of China. Then this paper analyses the stage,the possible scope and the problems of headquarters economy in ChangChun.At last, according to the results, it puts forward the operational policyrecommendations for the development of headquarters economy ofChangChun.From the point of longitudinal comparative study results, as long as it canseize the opportunity to accelerate the indicators further enhance, ChangChuncan promote the further development of headquarters economy of ChangChun.From the point of horizontal comparative study results, in the35key cities ofChina, the comprehensive strength of the headquarters economy ofChangchun ranked25, belonging to the fourth level. The overall ability in thedevelopment of headquarters economy of Changchun is still weak. From therage of the all country, the northeast area and Jilin province, it is proper todevelop the headquarters economy in the rage of Jilin province.In the process of developing the ability of headquarters economy ofChangchun, the main assignment is still to perfect the infrastructure and supporting services, and appropriately give a full play to the superiority of thecharacteristic such as automobile, railway vehicle industry, as poles to attractthe same and related industry’s regional headquarters at home and abroad.
