| In recent years, the contradictions of rapidly rising housing prices and slow growth in incomes become more and more serious, and now, the housing problem has not only as an economic problem exists, but also as an important social issues, thus to say housing crunch has become one of the obstacles affecting social stability and harmony. So social justice will be directly affected by housing problems solved or not, the degree of resolve and the means. In order to ensure city sandwich’s rights, our country began to implement public rental housing policy. And from2014, the low-rental house has been bounced with public rental housing policy,so public rental housing policy has become the key policy of the national affordable housing policy. Thus a research of public rental housing policy, for revealing the problems of public rental housing and put forward countermeasures has very important significance.Social policy is based on social justice, and for the purpose of solving social problems, guarding the fundamental rights of the members of society, promoting social welfare integrity. As one of the national policies for protecting the public’s basic rights, the public housing policy should take the protecting of social justice as the start and end points. This paper takes social justice as the perspective to study Kunming’s public rental housing policy since it’s the bases of public policy. Through study we think policy process is a good way for analyzing the problems of Kunming’s public rental housing policy, including the starting point unjust for the small coverage, and the supporting system is imperfect, and the unjust during the implementation of policies,for single sources of funds and the lack of stability, lack of supervision, and the problems of post-execution,for the imperfect of community facilities, lacking of professional management personnel, exit mechanism is imperfect and analyzes the causes of the problem.Learning from the experience in the operation of public housing of Some foreign countries,and taking the major policy elements of the problems of public rental housing policy as a starting point. This paper takes strengthening the public rental housing construction land from land planning, reserves and supervision, completing the investment and financing mechanism, expanding the target coverage and broadening the public housing availability, and improving the related support system as the means of consummating Kunming’s public rental housing policy. |
