“The housing price in the metropolitan area is too expensive” is the leading cause of Taiwan's public grievances.Taiwan's housing policy is plagued by the traditional myths of “Whoever owns the lands owns the wealth” and “market omnipotence”,causing public grievances.The ratio of housing price to income is extremely large,making people who are economically disadvantaged cannot afford a house eventually.The life quality of the people's basic needs cannot be satisfied,triggering the reconsideration and adjustment of Taiwan's housing policy in the past,and abandoning the “Public Housing Policy” which is under both of sell-based opinion and traditional mainstream thinking of “Whoever owns the lands owns the wealth”.And,Taiwan's housing policy shifts to the "social housing policy" that focuses on "rental" to meet the basic needs of living.Now,Taiwan is at the turning point of housing policy.Under the continuous promotion of this housing policy,whether the performance of Taiwan's social housing policy has reached the goals of “housing justice”,“social justice” and “social security” is an important topic to be explored in this study.This study mainly refers to the “Dunn policy argument analysis” combined with “policy performance evaluation analysis",using "user survey analysis",to systematically examine the lack of Taiwan's social housing policy.And,by reviewing the development of housing policies in Taiwan,the dilemmas faced by the problems,and interviewing stakeholders to further examine the implementation performance of Taiwan's social housing policy from different perspectives of actual participants,and refer to the development experience of the international housing policies to propose the constructive recommendations to Taiwan's social housing policy.This study is conducted through interviews with the interested parties,including non-governmental promotion groups,academic professors,local executive agencies,social housing building companies,charter-escrow program agent,charter-escrow program lessors,charter-escrow program lessees,etc.,to understand the performance of Taiwan's social housing policy.This study concluded that Taiwan's social housing policy had generally received positive responses.In the reference to Dunn's policy argument analysis theory framework,this study proposed the following recommendations.(1)Designing and building house with care,and focusing on the quality of living can effectively avoid the fermentation of the “Not in my back yard(NIMBY)” problem.(2)To solve the government's financial stress and enhance the willingness of private enterprise to participate,the building bulk ratio bonus of social housing is increased to above the upper limit.(3)Since social housing is considered as a quasi-social welfare policy.It should take more care of the weakest vulnerable groups at the bottom of society to achieve the goals of social security.(4)Breaking the barriers of political parties,working together to build social housing to achieve the goal of housing justice.
