Research On Problems And Countermeasures In The Implementation Of Public Rental Housing Policy In C Banner

With the continuous development of China’s economy,the living standards of the people have improved significantly,and the overall living standards of urban residents have improved significantly.But in recent years,the rapid rise of commodity housing prices,making low-and middle-income families increasingly prominent housing problems,social instability factors increase,not conducive to the harmonious development of society.In order to help low-and middle-income families solve their housing problems,the government has established a Public Rental Housing policy system based on actual needs.At the same time,C Banner government response to the call of the state,taking into account the actual development needs of the local.Between 2010 and 2020,a corresponding public housing policy was introduced.Therefore,the study of public rental housing for low-income groups to achieve housing has a very important significance.Through literature study,comparative analysis,the method of questionnaire and interview,selecting the current,the representative of public housing policy as the research object.The literature research mainly summarizes the development context of C Banner’s public rental housing policy,and elaborates in detail on the current C Banner’s public rental housing policy from the aspects of physical rental scope,physical rental standards,application and review processes,and currency subsidies.Through interviews with community workers,tenants and relevant personnel of the Housing Security Center,first-hand data were collected and analyzed.Guided by the theory of public goods and welfare economics,the current situation and problems of the implementation of the public rental policy in C Banner were analyzed in combination with the interview data.The analysis results show that there are some problems exposed in the implementation of the public rental housing policy policy of Flag C,such as high access threshold for tenants,imperfect surrounding supporting facilities,inadequate supervision by functional departments,and difficulty in raising construction funds.The main reasons for this are:firstly,unclear policy formulation;Secondly,it is difficult to collaborate with executing agencies;Thirdly,the target group are very confused;Fourthly,the policy environment is not ideal.In view of this,this study from the following four aspects of the proposed targeted recommendations: improving relevant policies,strengthening the internal cooperation of departments,expanding policy channels and creating a good policy environment.Previously,most academic research on public rental housing policies focused on first and second-tier cities,rarely reaching small counties like C Banner.Similarly,research conclusions from other regions may not necessarily apply to C Banner.Therefore,based on the research in this area,this thesis can provide some reference for the research on public rental policy in C Banner,and at the same time,it can also play a certain reference role for the research of other small counties with similar conditions.
