For the last more ten years, with the rapid development of metal mining and the entry of much capital, more and more large companies enter the field of metal mining.The EPC Mode.which has the characteristics including relatively simple managemen t by owners, a greater degree of certainty on the final price and the duration of the project, lower operating costs and relatively lower risk to the owner and so on, has been applied to set up more and more new metal minesor renovation and expansion project of metal mine in recent years. In Metal mine industry, The Engineering Corporation which mainly engaged in the engineering design activities is the representative of the EPC general contractor, These company set up a long time, has rich experience in the design, has fine professional division, has comprehensive serviceability. To the EPC contractors, whose are make a profit, the cost control is the core, and the stage of designing is the most important in cost control. However, since the past few decades, influenced by the traditional construction mode of DBB, design staff awareness of cost control that can not meet the requirements of EPC project cost control, and the construction, procurement is insufficient to consider in the designing stage. In order to meet the EPC project for the design phase of the cost control requirements,the following studying of cost control and comprehensive evaluation method.The main contents of this thesis are as follows:(1)The author elucidated the characteristics of EPC project in the metal mining, and then used the brainstorm method to classify the cost control factors in designing stage into twostyle factors. We used the expert investigation method and the Delphi method to analyze and recognize the main design management factors, and found that the decomposition of work content, the division and practice of responsibilities and the cost control process were three most important aspects in design management factors.Moreover, The author used the literature survey method and case analysis method to draw conclusion that selection of exploring system was the main Scheme option factor.(2)To study the main vertical factors, we used the Work Breakdown Structure (W BS) to break down the work task, obtained and coded work sub items and its tables.According to the work content after WBS, we set up organizational structure of the project to fit the cost control in design stage of metal mines EPC project, coded and divided staffs involved in the design and design management tasks, combined th esubitem project after the breakdown of WBS and division of the work responsibilitie s after breakdown of project organization structure, and used the integrated division of responsibility matrix for the implementation of work responsibilities. Based on the proper work division and work responsibilities assignment and implement, the writer set up integrated design flow for the project design stage of metal mines EPC project.by analyzing acase of iron mine EPC project, the writer WBS the work content in the project design stage.According to the characteristics of the project, the writer set up the project organization structure and further used responsibility division matrix to divide the tasks of the project, which built a foundation for the cost control. In the designing stage. By optimizing the integrated process of cost control for this iron ore project, the designers, the cost control persons, and the people involved in designing, procurement and construction of the EPC project contacted smoothly and closely to ensure the cost was under control objective.(3)By analyzing the shortage of NPV method used in the selection of developing system method in comprehensive evaluation of the program in the main horizontal factors, The author found that the multi-fuzzy comprehensive evaluation method solve the problem of common methods. By using integrated fuzzy evaluation method for the selection of exploring system of one iron ore, the author verified the rationality rationality and Feasibility of the method.
