According to major problems in the development ofgeneral aviation industry in Hunan, like slow growth rate, limited market, insufficientimpetus, lack of potential, poor competitiveness, etc., main reasons, such asinadequate investment, backward supporting construction, inefficient operationmechanism and administration system, not enough high-end talent, small scale, singleand low-end products, etc., are analyzed.In this paper, experiences from general aviation industry powers how to boostthe industry, make up market failure, improve international competitiveness andensure dynamic comparative advantage by taking advantage of industry policy areanalyzed. The foundation, advantage, policy and measure of developing generalaviation industry elsewhere in China are analyzed and compared.
