Research On Optimization Of Customs Supervision In Comprehensive Bonded Area By Changsha Customs

The comprehensive bonded zones in Hunan Province have experienced rapid growth in foreign trade in recent years,but the quality of development is generally not high and the development is uneven.Customs is one of the main supervision departments of the comprehensive bonded zone.This article takes Changsha Customs as the research object,analyzes the current situation and problems of the supervision of Changsha Customs comprehensive bonded zone,and proposes countermeasures for optimizing customs supervision.This paper adopts literature analysis,research interviews and other research methods,using new public service theory,government regulation theory,risk management theory and other theories,and finds that in the supervision process of the Changsha Customs Comprehensive Bonded Zone,there are mechanical law enforcement,lack of service concepts,and insufficient professional skills in the supervision of the Changsha Customs Comprehensive Bonded Zone.Problems such as the inefficiency of the inspection and issuance of violations existed in the supervision methods,the limited level of promotion of trade facilitation,and the backward management of the business information system.The main reasons for these problems are the unclear division of work responsibilities,the unsound management mechanism of the cadre team,and the lack of collaborative management concepts.In terms of supervision methods,there are mainly imperfect legal and regulatory systems,imperfect risk prevention and control mechanisms,and The regulatory model does not meet the needs of business development,the information system construction mechanism is not perfect,and the assessment and evaluation indicators are not scientifically set.To this end,this article suggests that the main body of supervision should cultivate the concept of service-oriented customs,strengthen the construction of customs supervision team,and establish a professionally managed customs;supervision means should improve the legal system,strengthen the construction of information systems,and implement scientific performance target control,Reform the customs supervision model,optimize the risk prevention and control mechanism.
