Electricity Bill Payment System Construction Research Based On Smart Electricity Using Clients

With the Three Sets of Five and the smart grid of State Grid Corporation developing in depth, while building the intelligent electrical power metering and information collection system, how to improve the electricity bills management and other marketing service quality is very important. In order to implement the spirit of maketing meetings of State Grid Corporation, accelerate the company Two Changes, adapt to the management requirements of Three Sets of Five, practice the Four Services purposes and Ten Commitments, and strengthen the electricity bills recovery channels, a three-dimensional and efficient electricity bill payment system should be established urgently which can meet the customers’needs.Based on the questionnaire analysis, the paper summarizes the development experience at home and abroad, analyzes the current problems of bill payment and mines the needs and characteristics of various types of smart electricity using clients. According to the results of questionnaire and analysis of clients’characteristics, the paper builds an electricity bill payment evaluation system from grid companies, clients and partners. While analyzing the influence of Three Sets of Five and smart electricity using planning to payment system construction, the paper builds the smart electricity bill payment system which namely1393system. At the same time, implementation programs are designed and the evaluated implementation results prove the practicality of the system. At last, some rational proposals are proposed to State Grid Corporation and the government to ensure the effective implementation of electricity bill payment system.
